ICC Jammu submits  recommendations to J&K Govt on Ease of Doing Business

Jammu, March 11: The Jammu Chapter of the Indian Chamber of Commerce (ICC) today presented a detailed memorandum to Chief Secretary Shri Atal Dulloo during a Stakeholders Interaction on Ease of Doing Business.

Rahul Sahai, ICC Jammu Chairman, welcomed Phase-1 reforms on deregulation and compliance reduction and urged swift implementation of Phase-2 measures to boost investment and employment in the Union Territory.

Key Recommendations

Industry & Manufacturing:

  • Incentives and working capital subsidies for existing MSMEs.

  • Freehold rights for old industrial estates like Gangyal, Digiana, Birpur, Bari Brahmana.

  • Support for labour-intensive sectors (flour mills, brick kilns, steel, tiles, edible oil units) facing rising costs.

Trade & Commerce:

  • Improved traffic management and parking in industrial and market areas.

  • Development of logistics and warehouse parks.

  • Quick resolution of MSME payments and lease renewals in commercial hubs.

Education:

  • Comprehensive review of higher education ecosystem.

  • Regulation of private tuition centres operating parallel to schools.

  • Addressing vacant university seats and course suspensions in Jammu & Kashmir.

Tourism & Hospitality:

  • Simplified excise procedures for hotel bars.

  • Longer validity for tourism registrations.

  • PPP-based tourist facilitation centres at entry/exit points.

IT & Startups:

  • Fully furnished IT parks in Jammu city, including repurposing Jammu Haat building.

Revenue & Land Administration:

  • Time-bound delivery of online services (Fard, demarcation, Girdawari).

  • Simplification of Gair Mumkin Khad land clearance procedures to unlock transactions.

New Industrial Policy Suggestions:

  • Turnover-linked incentives, SGST benefits, and working capital subsidies.

  • Interest and capital subsidies for modernization, machinery replacement, and renewable energy adoption.

  • Support for new industrial units with fiscal prudence, including stamp duty and court fee waivers.

Rahul Sahai expressed confidence that these measures would create a competitive, investor-friendly, and employment-generating industrial ecosystem in Jammu & Kashmir and assured ICC Jammu’s continued support for the government’s economic development initiatives.
