Srinagar, Aug 24: The Federation of Chambers of Industries Kashmir (FCIK) on Sunday urged Chief Secretary Atal Dulloo to seek a review and reconsideration of the recent electricity tariff order issued by the Joint Electricity Regulatory Commission (JERC), while also seeking interim relief against its implementation until the review process is completed.
An FCIK delegation, led by Head of its Advisory Committee Shahid Kamili, met the Chief Secretary and discussed the impact of the tariff hike on the industrial sector, which the Federation described as already under stress due to weak markets, delayed payments, industrial sickness and rising regulatory costs.
The delegation pointed out that while the power distribution companies (DISCOMs) had sought an increase of around five per cent, the tariff hike approved for industry was significantly higher and, according to FCIK, was implemented without stakeholder consultations.
FCIK urged the government to take into account the cumulative impact of prolonged disruptions and adverse business conditions faced by enterprises in Jammu & Kashmir before imposing additional power costs.
The meeting was held following the advice of Chief Minister Omar Abdullah after FCIK’s recent interaction with him regarding immediate issues confronting existing industries pending the finalisation of the Revised Industrial Policy.
Apart from the tariff issue, the Federation raised four priority concerns before the Chief Secretary — Ease of Doing Business, public procurement, revival of sick and stressed industrial units, and availability of raw materials for mineral-based industries.
On Ease of Doing Business, FCIK called for a trust-based regulatory framework incorporating self-certification, automatic renewals, deemed approvals, single-window clearances, digitisation and rationalisation of recurring permissions, fees and charges. It said routine regulatory processes should facilitate businesses rather than consume time and resources.
Regarding public procurement, FCIK said many local industrial units established to supply government departments were receiving limited orders while procurement from outside Jammu & Kashmir continued. The Federation clarified that local industry was seeking purchase preference at competitively discovered L1 rates without any compromise on quality standards.
It also proposed strengthening the State Industrial Corporation (SICOP) for locally manufactured products, introducing MSME-friendly tendering processes and segregating industrial supplies from works contracts. FCIK offered to provide examples of Government e-Marketplace (GeM) tenders that, it said, disadvantage local manufacturers.
On industrial sickness, FCIK sought early announcement of power and other amnesty schemes to help stressed units clear legacy liabilities. It also submitted a copy of the SBI One-Time Settlement (OTS) Scheme of 2020 and requested a similar transparent settlement mechanism from banks operating in Jammu & Kashmir, particularly J&K Bank.
The Federation further highlighted the shortage of raw materials for mineral-based industries, including Plaster of Paris processing and stone-crushing units, due to delays in finalisation and renewal of extraction arrangements. It sought an interim mechanism for regulated supply, warning that disruptions could affect employment and developmental works during Kashmir’s limited working season.
The Chief Secretary, according to FCIK, acknowledged the issues raised by the delegation and assured that the concerns would be examined on priority with the relevant departments and authorities. He also assured the Federation of support in addressing the immediate challenges faced by existing industries.
