SRINAGAR – Jammu and Kashmir is among the first in the country to fully implement the National Education Policy (NEP) across all its Higher Educational Institutions (HEIs), Lieutenant Governor Shri Manoj Sinha announced today.
Delivering the inaugural address at the NEP Conclave-2025, organized by the Higher Education Department, the Lieutenant Governor applauded stakeholders for the speedy rollout, asserting that J&K is actively building an academic ecosystem to serve as a “catalyst for innovation and ground-breaking research.”
Building a Future-Ready J&K
Lt. Governor Sinha outlined a clear vision for the Union Territory’s educational landscape, linking its growth directly to the national goal of development.
“We are building a future-ready academic ecosystem—one that is inclusive, innovative, and impactful,” the Lieutenant Governor stated. “Our aim is to empower every student of Jammu Kashmir to realise their potential, uphold the spirit of Viksit Bharat @2047 and emerge as a proud contributor to the nation’s growth story.”
He credited the efforts of Prime Minister Shri Narendra Modi for driving the national movement to reform and strengthen higher education to meet the demands of an “uncertain world.”
Tech and Tradition: The New Amalgamation
The Lt. Governor stressed that future success lies in blending technological advancement with traditional Indian ideals. He highlighted the intersection of the digital age and Indian ethos as crucial for fulfilling the dream of a developed India.
“Amalgamation of technological advancement and Indian ethos in higher educational institutions will address the future challenges and spur strong economic growth,” he said.
The NEP’s core objective, he noted, is to reduce inequality and expand opportunities by equipping youth with the capability of critical thinking and lifelong learning. To achieve this, HEIs in J&K have already embraced:

Interdisciplinary and Project-Based Learning: Moving away from traditional, siloed subjects.

Breaking Barriers: Eliminating the separation between the real-world and the academic world to enhance professional growth.
Call for Innovation and Accountability
Lt. Governor Sinha also used the platform to call for institutional accountability, urging HEIs to focus on innovation and collaboration.
He specifically highlighted the need to:

Establish a Monitoring Mechanism: To ensure that all research projects are future-oriented, generate new ideas, and introduce new perspectives into society’s knowledge flow.

Implement ‘Design Your Own Degree’: He directed that innovative programs like this be implemented in a time-bound manner.

Share Resources: He called upon educational institutions to share resources and provide effective resolutions to challenges to bring about a holistic transformation in the higher education sector.
