SRINAGAR, AUGUST 08: The Jammu & Kashmir Government has notified the Jammu & Kashmir Legal Metrology (Government Approved Test Centre) Rules, 2026, introducing a framework for private Government Approved Test Centres (GATCs) to verify specified categories of weights and measures.
The reform is aimed at improving ease of doing business and expanding the reach of the Legal Metrology Department across the Union Territory.
Under the new rules, private entities meeting the prescribed eligibility criteria can establish GATCs authorised by the department to verify 12 specified categories of weights and measures. The rules also prescribe the verification fee applicable to each category and lay down the procedure and qualifications for establishing such centres.
The government said the introduction of GATCs would allow traders an additional option of having specified weights and measures verified through private laboratories, while helping the department cover areas and instruments that may currently remain outside its effective reach.
Revenue generated through the GATC system will be shared between the approved centres and the J&K Government in an 80:20 ratio.
The latest reform builds on a series of measures undertaken by the government to simplify regulatory processes and improve the business environment. These include initiatives under the Jan Vishwas (Amendment of Provisions) Act, 2026, amendments to the Legal Metrology (General) Rules, 2011, to increase the periodicity of re-verification for specified weights and measures, business de-regulation in certain areas and online service delivery through the J&K Single Window System.
The government said the measures seek to address regulatory issues that have remained pending for several years and provide a more streamlined framework for businesses while strengthening consumer protection.
It said the new legal framework is also expected to facilitate more effective enforcement of the Legal Metrology Act, 2009 and rules framed under it, while improving transparency and building greater confidence among both the business community and consumers.
