State Taxes Dept Targets Non-Filers, Tax Defaulters in Kashmir

Srinagar, June 4: Commissioner of State Taxes P.K. Bhat on Thursday reviewed tax compliance, enforcement measures and revenue monitoring across Kashmir division, directing officials to strengthen action against non-compliant taxpayers and focus on sectors vulnerable to revenue leakages.

The review meeting, held in Srinagar, was attended by Additional Commissioner State Taxes Kashmir Patveez Ahmad Raina and officers from all tax circles of the division.

During the meeting, the Commissioner assessed progress on action taken in cases identified through BISAG, audit-related cases and demand raised and realised for the financial year 2021-22. He also reviewed measures initiated against non-filers, taxpayers who received Tax Deducted at Source (TDS) payments but failed to file returns, and scrutiny cases pertaining to 2022-23.

Officials also discussed scrutiny of credit flow, follow-up action on departmental notices, and proceedings against taxpayers whose registrations had been cancelled. The review further covered cases where taxpayers had filed GSTR-1 returns and passed input tax credit but had not filed GSTR-3B returns.

Bhat directed officers to maintain special vigilance in areas with a significant concentration of hotels and tourism-related businesses, citing the recent revival in tourism activity. He stressed the need to prevent potential revenue leakages and ensure proper tax compliance in the sector.

The Commissioner also called for greater use of technology-driven tools such as PRIME, DISAG and FIFA to improve tax compliance monitoring, detect irregularities and prevent fraudulent practices.

He said the department should continue strengthening enforcement mechanisms while balancing taxpayer facilitation and accountability.

Additional Commissioner Patveez Ahmad Raina instructed field officers to intensify follow-up action, dispose of pending cases within stipulated timelines and adopt a proactive approach towards revenue realisation and compliance enforcement.

He also emphasised coordinated field operations, regular monitoring and focused attention on sectors with higher compliance risks to improve overall departmental performance.
