Residents flag delays in Domicile certificates in Srinagar South; seek CM’s intervention

Srinagar, April 16: Residents of several areas falling under Srinagar’s southern belt, including Hyderpora, Peerbagh, Parraypora, Sanat Nagar and adjoining localities, have raised serious concerns over inordinate delays in the issuance of domicile certificates, with many applicants alleging that the process is taking months despite complete documentation.

Applicants from areas such as Hyderpora Bypass, Peerbagh and surrounding localities say their online applications are repeatedly returned for “clarifications” even after submitting Aadhaar details, parents’ domicile certificates, and erstwhile state subject documents.

The residents have sought Chief Minister’s intervention in this matter as the delays have broader implications, particularly for youth seeking employment or admission to educational institutions, where domicile certificates are a mandatory requirement.

“Missing deadlines due to administrative delays can have long-term consequences for students and job seekers,” said Abdul Hameed, a resident of Hyderpora.

“We have uploaded every required document, yet our applications keep getting reverted with fresh queries. It’s been months with no resolution,” said a resident of Peerbagh, adding that the uncertainty is affecting job applications and educational admissions that require domicile proof.

Several applicants said that the lack of clarity and consistency in processing has led to frustration, with many forced to make repeated visits to tehsil offices despite applying through the online portal.

An official familiar with the matter acknowledged that part of the delay stems from jurisdictional confusion in certain areas of Srinagar south. “There are some localities, particularly around the bypass and adjoining areas, where there is ambiguity over whether they fall under Chanapora tehsil or Srinagar south tehsil. This has led to processing delays,” the official said.

Residents argue that such administrative ambiguities should not burden citizens. “Why should applicants suffer because departments have not clearly demarcated jurisdictions? The government must resolve this immediately,” said another applicant from Hyderpora.

Stakeholders have also pointed out that the repeated raising of queries, despite submission of valid legacy and identity documents, raises concerns about procedural inefficiencies and lack of coordination among revenue officials.

Residents have urged the administration to intervene urgently, streamline the verification process, and issue clear guidelines to eliminate jurisdictional confusion between tehsils.

They have also called for a time-bound mechanism to ensure that applications are processed within a fixed period, and that unnecessary objections are minimized when complete documentation has already been provided.

Citizens said that while digitisation was meant to simplify access to services, the current experience reflects gaps in implementation that need immediate correction. “The system should work for the people, not against them,” a resident remarked.

Authorities are yet to issue an official statement on the issue, but residents hope that prompt action will be taken to resolve the confusion and expedite the issuance of domicile certificates in affected areas.
