Patwari Association welcomes DC Bilal Mohi-ud-Din, assures support for transparent governance in Anantnag

Anantnag: The Patwari Association Anantnag on Thursday welcomed newly appointed Deputy Commissioner Bilal Mohi-ud-Din Bhat, expressing its commitment to work in close coordination with the district administration to strengthen transparent and accountable revenue governance.

The association described the Deputy Commissioner’s arrival as the beginning of a new administrative chapter for the district and reaffirmed its readiness to support initiatives aimed at improving service delivery and land record management.

Anantnag, regarded as a key commercial and cultural hub of South Kashmir, has a diverse socio-economic profile, including agriculture, horticulture, tourism and expanding urban settlements. Revenue administration plays a central role in maintaining socio-economic stability in the district, particularly in matters relating to land records, mutation entries, digitisation of Jamabandies, protection of Shamilat land, eviction of encroachments and settlement of tenancy claims.

The Deputy Commissioner serves as the chief executive officer of the district, overseeing revenue administration, developmental projects, disaster management, election processes and implementation of welfare schemes. Officials said coordination between district leadership and field-level functionaries is essential for effective governance.

The Patwari Association highlighted the evolving responsibilities of patwaris, who function as village-level custodians of land records. In addition to preparing Jamabandies, recording mutations and conducting girdawaris, patwaris are now engaged in digitisation processes, revenue court proceedings, land acquisition cases and issuance of various certificates.

The association said it would extend full cooperation in ensuring accuracy of digitised records, timely attestation of mutations and protection of public land from encroachment. It also emphasised the need for strengthening grievance redressal mechanisms and improving transparency in revenue processes.

Officials noted that revenue administration in Jammu and Kashmir is undergoing a transition with the shift from manual registers to digital systems. Ensuring data accuracy and resolving legacy discrepancies remain key challenges.

The association expressed confidence that under the leadership of Deputy Commissioner Bilal Mohi-ud-Din Bhat, the district would witness reforms aimed at enhancing transparency, modernising land records and improving public service delivery.

It concluded by reiterating its commitment to collaborative governance and citizen-centric administration in Anantnag.
