Govt outlines operational guidelines for PM Fasal Bima Yojana

New Delhi: The Pradhan Mantri Fasal Bima Yojana (PMFBY) ensures that all applications enrolled in the National Crop Insurance Portal (NCIP) undergo quality checks and validation to comply with operational guidelines. These guidelines require farmers to have insurable interest in the crop, ownership of land or proof of tenancy/sharecropping, accurate land and crop details, and correct Aadhaar-linked farmer names.

Applications that fail to meet these criteria—including those with incorrect or incomplete details or missing documents—are liable to be rejected by insurance companies. The maximum timeline for approval or rejection is 60 days from the cut-off date for premium debit or enrollment, typically 31 July for Kharif and 31 December for Rabi seasons.

Deficient applications are reverted to the enrollment channel such as CSCs, insurance intermediaries, or banks for submission of missing documents. If documents are provided, the application is approved; otherwise, it is rejected. Farmers can raise objections against rejections through the KrishiRakshak Portal and Helpline (KRPH) or approach tehsil, taluk, or district-level agriculture officers, or the District Grievance Redressal Committee (DGRC) with supporting documents for reconsideration.

The operational guidelines provide for delayed claim payments in case of settlement delays, but penalties are not imposed for application rejections, as these require reconciliation and approval by the State and District governments through NCIP.

To ensure proper implementation and monitoring, the guidelines mandate the formation of District and State Level Monitoring Committees, chaired by the District Magistrate and Principal Secretary of Agriculture, respectively. For grievance redressal, PMFBY offers a first-level support through KRPH, accessible 24×7 via toll-free number 14447, supported by over 500 executives across 10 locations. Appellate redressal is available through District (DGRC) and State Grievance Redressal Committees (SGRC).
