Srinagar: Principal Secretary of the Agriculture Production Department (APD), Shailendra Kumar (IAS), today chaired a high-level review meeting at the Agriculture Complex, Lalmandi Srinagar, to assess the physical and financial progress under the Holistic Agriculture Development Program (HADP), CAPEX, and various Centrally Sponsored Schemes (CSS) for the ongoing financial year 2025-26.
The meeting was attended by Directors, Joint Directors, Provincial Heads, Scheme Heads, and Sectoral Officers from the Agriculture and allied departments, who presented updates on the implementation status of key projects and schemes aimed at modernizing and revitalizing the agricultural landscape of Jammu & Kashmir.
During the meeting, the progress of various HADP projects was discussed in detail, along with the performance under CAPEX and Centrally Sponsored Schemes. Officers shared updates on physical targets achieved, fund utilisation, and operational bottlenecks.
Addressing the participants, Shri Shailendra Kumar emphasized the importance of timely execution and utilisation of funds under all ongoing schemes, particularly those under HADP. He underscored that all allocated resources must be spent in a time-bound, transparent, and accountable manner to ensure the envisioned transformation of the agriculture sector in the region.
“Every rupee sanctioned under HADP and other schemes must reflect on the ground in terms of better infrastructure, increased productivity, and farmer empowerment,” he said. He also called upon officers to ensure strict monitoring and regular reporting of achievements and expenditures to avoid any delays and lapses.
The Principal Secretary further reiterated the administration’s commitment to ushering in a sustainable and technology-driven agricultural ecosystem in Jammu & Kashmir, and directed officers to streamline inter-departmental coordination for effective and accelerated implementation of all projects.
