University establishment laws in J&K modified

Srinagar: The union government has modified university establishment laws of Jammu & Kashmir through amendments to THE JAMMU AND KASHMIR NATIONAL LAW UNIVERSITY ACT, 2018 ( II of 2019).

According to the Union Territory of Jammu and Kashmir Reorganisation (Adaptation of State Laws) Fifth Order, 2020, notified through the Gazette of India notification No. 3377 dated October 26, 2020, accessed by Ziraat Times, under section 2 for clause (12), University in J&K now means “any University established under section 3 of the Act; while section 3, the clause has been substituted by Establishment and Incorporation of University.

Moreover, as per the new modifications:

(1) The Government may, from time to time, by notification in the official Gazette, establish one or more Universities under this Act, by such place and with effect from such date as may be specified in such notification.

(2) Each university shall consist of the Chancellor, the Vice Chancellor , the Governing Council, the Executive Council, the Academic Council and the Registrar.

(3) Each University shall be a body corporate by the name, having perpetualsuccession and a common seal with power, subject to the provisions of the Act, toacquire and hold property, both movable and immovable, and to contract and shall, bythe said name, sue and be sued.

(4) Each University shall be engaged in teaching and research in law and allieddisciplines.

(5) The Headquarters of the University shall be at such place, as may be specified bythe Government by notification in the Official Gazette and it may establish campusesat such places as it may deem fit.
