New Delhi: In a major step towards digital governance and financial transparency, the Union Government on Wednesday launched a fully digitised system for processing fertiliser subsidies, marking a transformative reform in one of India’s largest subsidy programmes. The new e-Bill system will enable end-to-end digital processing of nearly ₹2 lakh crore in annual fertiliser subsidies.
The initiative was inaugurated by Union Minister for Health & Family Welfare and Chemicals & Fertilisers, Jagat Prakash Nadda, at Kartavya Bhawan, aligning with the government’s broader vision of Digital India and Viksit Bharat 2047.
Shift to End-to-End Digital Governance
The newly launched e-Bill system represents a major overhaul of the existing subsidy disbursement mechanism, transitioning from manual, paper-based processes to a fully automated, system-driven workflow. The platform will enable seamless processing of fertiliser subsidy claims, eliminating physical movement of files and significantly reducing delays.
Secretary, Department of Fertilizers, Shri Rajat Kumar Mishra, described the initiative as a landmark reform in public financial management, stating that the system marks a paradigm shift in how subsidies are processed, monitored and audited.
Integration with National Financial Systems
The digital platform has been developed through close integration between the Department of Fertilizers’ internal systems and the Public Financial Management System (PFMS) under the Controller General of Accounts (CGA). This integration ensures real-time data exchange, enhanced accuracy and end-to-end traceability of financial transactions.
Controller General of Accounts Shri Santosh Kumar said the system introduces a secure and tamper-proof audit trail, significantly strengthening financial oversight. The platform allows real-time monitoring of expenditure, enabling better fiscal discipline and transparency.
Faster Payments and Greater Transparency
Joint Secretary (Finance) Shri Manoj Sethi highlighted that the new system enables complete digital processing of bills, ensuring faster release of subsidies, including weekly disbursements to fertiliser companies. Companies can now submit claims online, track their status in real time, and eliminate the need for manual follow-ups.
The system enforces standardised workflows, such as first-in-first-out processing, ensuring fairness, consistency, and compliance with financial rules. It also consolidates financial data across departments, supporting informed policy decisions and efficient budget management.
Strengthening Technology-Driven Governance
The launch event was attended by senior officials including Additional Secretaries Aneeta C Meshram and Aparna Sharma, Joint Secretaries K.K. Pathak and Anurag Rohatgi, and senior officials from the National Informatics Centre (NIC).
Senior Technical Director Shri Aseem Gupta detailed the technical architecture of the platform, while NIC officials Shri Ashutosh Tiwari and Shri Harekrishna Tiwari demonstrated the system’s capabilities. The NIC team was widely commended for developing a secure, scalable and efficient digital solution.

The fully digital fertiliser subsidy system marks a major milestone in India’s journey toward transparent, accountable and technology-driven governance. By reducing manual intervention, improving auditability, and ensuring real-time monitoring of public funds, the reform strengthens financial discipline while enhancing service delivery to stakeholders.
The initiative reinforces the government’s commitment to leveraging technology to improve efficiency, curb leakages and ensure that public resources are utilised effectively in support of farmers and national food security.
