Srinagar — In a major boost to the entrepreneurial ecosystem of Jammu & Kashmir, the Department of Industries & Commerce has issued an open call inviting startups to apply for Seed Funding support under the J&K Startup Policy 2024–27. The initiative, implemented by the Jammu and Kashmir Entrepreneurship Development Institute (JKEDI), aims to empower early-stage startups by providing critical financial assistance to help them grow and scale.
The notification (No. JKEDI/CIIBM/37 of 2025), dated July 28, 2025, outlines the process for eligible startups to access seed capital by applying online through the official J&K Startup Portal www.startupjk.com.
Application Process and Documentation
Interested applicants must submit the following:

Online application through the StartupJK portal

Certified copies of financial statements (Balance Sheets, P&L, Annual Reports)

A signed shareholder agreement and cover letter certified by a Chartered Accountant

Bank account details in the name of the startup

Fund utilization plan and detailed documentation, including team profiles, market analysis, customer profiling, and service/product overview
Startups that previously received seed funding under DIP/J-1553-P/24 dated 08.08.2024 or the extended notification DIP/J-1912-P dated 11.09.2024 are not eligible to apply again.
Selection Criteria
A Screening Committee, as per Government Order No. 29-JK (IND) of 2024, will evaluate the applications. Final selection will be made by the Start-up Task Force Committee, based on the startup’s innovation, market potential, and scalability, in line with the operational guidelines of the Startup Policy 2024–27.
