Policy seeks to turn organic waste into clean fuel and fertiliser, create rural jobs and attract green investment
SRINAGAR, OCTOBER 2: The Jammu and Kashmir Government has notified the Jammu and Kashmir Compressed Bio-Gas (CBG) Policy 2026, introducing a package of financial incentives, subsidised land and regulatory support to promote compressed bio-gas production and waste-to-energy projects across the Union Territory.
The policy was notified following its approval by the Council of Ministers chaired by Chief Minister Omar Abdullah.
The policy provides a framework for converting organic waste into compressed bio-gas for use as automotive fuel as well as organic fertiliser. It seeks to promote the utilisation of multiple waste streams, including cattle dung, apple pomace, municipal solid waste, pine needles and crop residues.
According to the Government, the initiative is intended to address waste management while improving energy security, creating rural employment and supporting sustainable agricultural practices.
Capital support and subsidised land
A major incentive under the policy is capital expenditure support of ₹0.50 crore per tonne per day (TPD) of CBG production capacity, subject to a maximum assistance of ₹10 crore per project.
The Government will also make land available at nominal lease rates of ₹1 per square metre for eligible projects. Such projects will receive 100 per cent exemption from stamp duty.
60-day deemed approvals
The policy provides for a 60-day deemed approval mechanism for non-statutory permissions through the Single Window Portal.
Under the provision, eligible approvals will be deemed to have been granted if the concerned authority does not dispose of the application within the stipulated period, aimed at reducing delays in setting up CBG projects.
Tax and employment incentives
Eligible CBG projects will receive 100 per cent reimbursement of SGST for the first five years of operation.
The policy also provides a manpower subsidy of ₹3,000 per month for each local unskilled worker for two years.
In addition, interest subvention of up to ₹2 crore will be available on bank term loans for eligible projects.
Focus on farm waste and bio-manure
The Government will facilitate aggregation of feedstock required for CBG plants and support market linkages for the bio-manure produced by the facilities.
The policy targets distribution of bio-manure to 10,000 farmers, linking waste-to-energy projects with agricultural production and soil management.
The Government estimates that the initiative could create around 2,000 direct rural jobs by 2030, besides generating additional livelihood opportunities across the wider CBG value chain.
Policy valid till 2032
The CBG Policy 2026 will remain valid up to 2032 and is aimed at creating an enabling environment for green investment, decentralised waste-to-energy solutions and rural economic activity.
Welcoming the notification, Chief Minister Omar Abdullah described the policy as a major step towards clean energy, a circular economy and converting organic waste into wealth in Jammu and Kashmir.
The Chief Minister congratulated Minister for Science & Technology Satish Sharma and the Department of Science & Technology for notifying the policy, describing it as an important initiative towards sustainable energy development and a cleaner and more resource-efficient Jammu & Kashmir.
