J&K land records set for integration with RBI’s Unified Lending Interface

DCs asked to certify no eligible farmer is left out; 80.7% of land parcels approved under AgriStack

SRINAGAR, OCTOBER 2: Chief Secretary Atal Dulloo on Thursday directed Deputy Commissioners across Jammu and Kashmir to ensure that every eligible farmer is covered under AgriStack and Farmer ID registration, and to furnish certificates confirming 100 per cent coverage after due verification.

The directions were issued during a comprehensive review meeting on the progress of land records digitisation and implementation of AgriStack across the Union Territory.

The review focused on district-wise progress in Farmer ID generation, Unique Land Parcel Identification Numbers (ULPINs), digitisation and integration of cadastral maps through BhuNaksha, and the proposed integration of digitised land records with the Reserve Bank of India’s Unified Lending Interface (ULI).

The meeting was attended by ACS Finance Shailendra Kumar, Secretary Revenue Kumar Rajeev Ranjan, Divisional Commissioners of Jammu and Kashmir, Deputy Commissioners, Managing Director AgriStack, Director Land Records, representatives of RBI, BISAG-N and NIC, besides other concerned officers.

DCs asked to certify full farmer coverage

During the district-wise appraisal, the Chief Secretary sought details from Deputy Commissioners on delays and gaps between targets and achievements.

He directed district administrations to ensure that no eligible farmer is left out of AgriStack or Farmer ID registration and asked them to furnish certificates to this effect following verification.

Dulloo also directed the DCs to fix responsibility wherever undue delays are found and conduct frequent field inspections to monitor both the progress and quality of the exercise.

Concerned officers have also been asked to undertake regular field inspections and submit weekly progress reports.

ACS Finance Shailendra Kumar stressed that priority should be given to farmers available in villages, who constitute the overwhelming majority of the target population, while exceptional cases involving absentees could be taken up subsequently.

He also called for specific operational guidelines for different situations encountered by field functionaries so that procedural issues do not delay implementation.

J&K completes digitisation of foundational land records

Secretary Revenue Kumar Rajeev Ranjan informed the meeting that J&K has achieved 100 per cent digitisation coverage across its foundational land administrative units, covering all 20 districts, 207 tehsils and 6,818 villages.

A total of 68,62,596 land parcels (Khasras) have been digitised, while the backlog of 6,47,274 mutations has been incorporated across all 20 districts, leaving no pending mutation backlog.

The Revenue Department has received 14,48,748 grievances, of which 14,38,571 were non-quasi-judicial. Of these, 14,27,576 non-quasi-judicial grievances have been resolved.

80.7% of Khasra base approved under AgriStack

Against a base of 71,04,737 Khasras across 6,818 villages, AgriStack data entry has progressed substantially.

The meeting was informed that:

  • 65,77,944 Khasras have been submitted.

  • 58,17,502 have been verified.

  • 57,30,681 have been approved.

  • Approved Khasras account for 80.7 per cent of the total base.

In Jammu Division, 2,770 of 3,750 villages have been fully approved, with an overall Khasra approval rate of 80.8 per cent.

In Kashmir Division, 1,945 of 3,068 villages have been fully approved, with an overall approval rate of 80.5 per cent.

1.21 lakh Farmer IDs generated

So far, 1,21,472 Farmer IDs have been generated across 1,663 villages.

Kashmir Division accounts for 70,979 Farmer IDs across 836 villages, while Jammu Division has generated 52,751 Farmer IDs across 827 villages.

The Chief Secretary directed the DCs to complete Farmer ID generation in all bucketed villages and address cases involving unclaimed buckets and cross-district land parcels within two months.

Digital Crop Survey reaches 96.55%

The Digital Crop Survey for Kharif 2026 is being undertaken across 5,714 villages, covering around 30.61 lakh agricultural plots.

The survey has been completed for 30,61,696 plots, representing 96.55 per cent progress, while supervisors have approved 27,27,189 plots.

ULPIN coverage expands to 5,275 villages

The meeting also reviewed progress in generation of Unique Land Parcel Identification Numbers.

As of September 25, ULPIN coverage had expanded to 5,275 villages, compared with 4,078 during the previous review.

The number of ULPINs generated has reached 33,47,011, an increase of 4,08,887 since the previous review.

BhuNaksha integration reviewed

The meeting reviewed the integration of cadastral maps with digitised land records through BhuNaksha.

The prescribed workflow includes inventory and collection of Shajra/Mussavi maps, geo-referencing, Khasra-wise subdivision into daughter maps, topology and boundary checks, integration with Jamabandi/Record of Rights and field validation by Patwaris.

Of the 6,818 village maps, 6,468 have been handed over to BISAG-N, of which 6,049 have been received back.

Geo-referencing of 425 maps remains pending, while attribute tables for 5,754 maps have been completed.

Land records to be linked with RBI’s ULI

The meeting also reviewed the proposed integration of J&K’s digitised land records with the RBI’s Unified Lending Interface through specialised APIs.

The proposed integration is intended to facilitate secure access to relevant land and farm information for agricultural lending, including landowner and land parcel details, farm parameters, mortgage details, crop information and flagging of existing loans.

The Chief Secretary directed all concerned agencies to work against fixed timelines with clearly assigned responsibilities.

He asked Deputy Commissioners to complete locking of Record of Rights/Jamabandi within one month of Farmer ID generation, complete Farmer ID generation in all bucketed villages and resolve unclaimed buckets and cross-district land parcels within two months.

Dulloo stressed that the digitisation exercise should go beyond data generation and result in accurate, updated and field-validated land records, enabling faster citizen services, more transparent land administration and easier access to institutional agricultural credit for farmers.
