J&K Circular Economy Policy envisages ₹3,549 crore investment over 10 years

Policy targets over 90% urban material recovery, proposes three-tier waste management framework and regional resource recovery clusters

SRINAGAR, October 16: Chief Minister Omar Abdullah has described the Jammu & Kashmir Circular Economy Policy, 2026, as “a decisive step towards resource recovery, green growth and ecological sustainability”, with the policy envisaging a 10-year planning envelope of ₹3,548.7 crore to promote waste reduction, recycling and resource recovery across the Union Territory.

The policy proposes a three-tier framework — Circular, Circular+ and Circular++ — to align waste management, recycling, resource recovery and wastewater reuse with the capacities and requirements of local bodies.

It envisages decentralised waste processing in small and remote areas, hub-and-spoke logistics across intermediate corridors, and advanced circular economy systems in major urban centres, including Srinagar and Jammu.

The framework covers municipal solid waste, food and wet waste, tourism-related waste, horticulture and agricultural biomass, packaging waste, construction and demolition debris, e-waste and wastewater. It also promotes repair, refurbishment and reuse, including resource recovery linked to wool and handicrafts.

To address geographical and logistical constraints, the policy proposes regional value-chain clusters for the aggregation, transportation, recovery and productive use of waste materials. These include clusters focused on urban material recovery, apple and horticulture biomass, tourism circuits and artisan material loops.

The proposed clusters aim to link waste management with local economic activity and livelihood generation.

The policy outlines an indicative 10-year planning envelope of ₹3,548.7 crore, with financing expected through convergence with Central government schemes, Extended Producer Responsibility (EPR) mechanisms and user charges. Public-Private Partnerships (PPPs) have also been identified as a potential financing avenue.

A key target is to achieve more than 90 per cent urban material recovery through improved segregation at source, diversion of waste from landfills and the development of green livelihoods.

The policy also seeks to create economic opportunities for self-help groups, young people and waste workers by integrating resource recovery into local economic activity.

With its emphasis on decentralised processing, regional specialisation and resource efficiency, the policy establishes a long-term framework for waste management and resource recovery across urban and rural areas of Jammu & Kashmir.
