J&K fixes 7-day inspection timeline for Building Plan Approval, seven other services

SRINAGAR, SEPTEMBER 13: The Jammu & Kashmir Government has prescribed a maximum timeline of seven working days for conducting field inspections for eight identified online services under the Business Reforms Action Plan (BRAP), including Building Plan Approval.

The timeline has been notified by the Housing and Urban Development Department (HUDD) through Government Order No. 193-JK(HUD) of 2026, dated September 11, 2026.

The order specifies that the maximum permissible time for conducting field inspections, from the date of scheduling or receipt of an application on the concerned online portal, shall be seven working days for all eight identified D-BRAP e-services pertaining to the department.

Eight services covered

The prescribed timeline applies to the following online services:

  1. Certificate of Vending (Street Vendor License).

  2. Municipal Trade License / NOC for Commercial Establishment.

  3. Sewerage Connection.

  4. Building Plan Approval.

  5. Permission for Alteration and Addition / Revision / Revalidation of Building.

  6. Permission for Demolition and Reconstruction of Building.

  7. Plinth Approval of Building.

  8. Occupancy / Completion Certificate of Building.

Continuation of earlier government order

The notification has been issued in continuation of Government Order No. 43-JK(HUD) of 2026, dated February 27, 2026.

It directs that the prescribed inspection timelines shall apply to the identified online services under the department.

The order has been issued by Mandeep Kaur, IAS, Commissioner/Secretary to the Government, Housing and Urban Development Department, Civil Secretariat, Jammu & Kashmir.
