Directs officers to expedite quasi-judicial cases, labour code implementation and improve service delivery
SRINAGAR, AUGUST 18: Labour Commissioner, Jammu and Kashmir, S. Charandeep Singh on Monday reviewed the functioning of the Labour Department in Kashmir Division, directing officers to accelerate the disposal of long-pending quasi-judicial cases, strengthen implementation of the Labour Codes and improve delivery of services to citizens.
The review meeting was held with the Deputy Labour Commissioner, Kashmir, and Assistant Labour Commissioners of the division at the Labour Commissioner’s office in Batamaloo, Srinagar.
Deputy Labour Commissioner (Central), Deputy Director Planning & Statistics and Assistant Labour Commissioner (Central) also attended the meeting.
The meeting reviewed progress on several departmental initiatives, including implementation of the Labour Codes, enrolment under the Pradhan Mantri Shram Yogi Maandhan (PMSYM), grievance redressal, disposal of court and quasi-judicial cases, delivery of services under the Public Services Guarantee Act and clearance of pending official communications.
Focus on Labour Code implementation
Interacting individually with field officers, Charandeep Singh took stock of ground-level implementation and directed them to adopt a result-oriented and measurable approach towards implementation of the Labour Codes.
He called for intensified awareness and outreach among workers and establishments and directed officers to prepare comprehensive work plans and master files for systematic monitoring of targets, activities and outcomes.
The Labour Commissioner also stressed capacity building of field functionaries and directed that structured training and orientation programmes be organised to equip officers with the knowledge and skills required for effective implementation of the new labour regime.
Greater push for PMSYM enrolment
Reviewing progress under PMSYM, the Labour Commissioner called for greater field-level mobilisation and directed officers to formulate area-specific strategies to improve enrolment against prescribed targets.
He stressed continuous monitoring, identification of uncovered groups of workers and effective facilitation to ensure that eligible beneficiaries receive the intended benefits of the scheme.
Directions on grievance redressal
On grievance redressal, the Labour Commissioner directed officers to monitor complaints received through SAMADHAN as well as offline channels from their receipt until final disposal.
He called for prompt and effective resolution of grievances and strict adherence to timelines prescribed under the Public Services Guarantee Act to ensure that citizens receive departmental services within the stipulated period.
Long-pending cases to get priority
Charandeep Singh expressed concern over the pendency of quasi-judicial and court cases, particularly matters pending for prolonged periods.
He directed the concerned officers to accord priority to such cases, undertake regular reviews and ensure vigorous follow-up so that long-pending matters are disposed of expeditiously and brought to their logical conclusion.
Concluding the meeting, the Labour Commissioner called upon officers to maintain close monitoring of departmental targets, ensure strict compliance with the directions issued during the review and demonstrate visible and sustained improvement in departmental performance, responsiveness and service delivery.
