SRINAGAR, Aug 1: The Jammu & Kashmir Public Service Commission (JKPSC) on Saturday submitted its 67th Annual Report for 2025-26 to Lieutenant Governor Manoj Sinha, highlighting significant administrative reforms, faster recruitment timelines and major selections across key administrative, judicial and gazetted services in the Union Territory.
The report was presented at Lok Bhavan, Srinagar, by a JKPSC delegation led by Chairman Arun Kumar Choudhary. The delegation included Commission Members Dr Rajiv Singh and Asaf Mehmood Sagar, along with Secretary Bashir Ahmad Dar, in compliance with Article 323(2) of the Constitution of India.
According to an official communiqué, the Lieutenant Governor appreciated the Commission’s efforts to ensure fairness, transparency and speed in the recruitment process while maintaining merit and integrity.
Briefing the Lieutenant Governor, Chairman Arun Kumar Choudhary highlighted the structural and technological reforms introduced by the Commission to improve efficiency and transparency. The report also details the Commission’s achievements, constitutional functions, recruitment activities, Departmental Promotion Committee (DPC) meetings, promotions and approval of recruitment rules.
During 2025-26, the Commission made 1,152 selections against 1,263 posts referred to it. These included appointments to the Jammu & Kashmir Administrative Service (JKAS), Jammu & Kashmir Police Service (JKPS), Jammu & Kashmir Accounts Service (JKAS Accounts), besides the selection of 39 Junior Judges for the subordinate judiciary. Recruitment was also carried out for faculty positions in government medical colleges and degree colleges, as well as various gazetted posts across departments.
The Commission held 29 Departmental Promotion Committee meetings, clearing 508 officers for promotion, while granting approval to the recruitment rules of two departments.
The report states that 94,546 applications were received against the 1,263 advertised posts during the year. To facilitate recruitment, the Commission conducted 52 written tests and preliminary examinations, along with two mains examinations. It also conducted three departmental examinations, in which 813 candidates appeared.
Among the key reforms introduced during the year, the Commission adopted 100 per cent written examination-based recruitment to strengthen transparency in the selection process. It also switched to an On-Screen Evaluation system aimed at ensuring error-free assessment and reducing delays in the declaration of results.
Additionally, the Commission introduced an SMS-based notification system to keep candidates informed about examinations and interviews, improving communication and accessibility for applicants.
The Annual Report describes these reforms as part of JKPSC’s ongoing efforts to modernise recruitment processes, improve efficiency and ensure timely filling of vacancies across government departments in Jammu & Kashmir.
