Srinagar, August 7: The Government of Jammu & Kashmir has notified the Jammu & Kashmir Legal Metrology (Enforcement) Rules, 2026, introducing a series of regulatory reforms aimed at improving Ease of Doing Business (EoDB) while strengthening consumer protection and enforcement.
The new rules are expected to simplify compliance requirements for businesses dealing with weights and measures, reduce procedural requirements and bring greater transparency and accountability to the functioning of the Legal Metrology Department.
A key change is the replacement of licences for manufacturers, dealers and repairers of weights and measures with registration certificates. The requirement for periodic renewal of these certificates has also been removed.
The rules further dispense with the requirement of a pre-registration inspection before issuance of registration certificates, reducing procedural delays for businesses.
At the same time, the new framework introduces measures aimed at improving the accuracy of commercial transactions and protecting consumers. It mandates the use of special accuracy weighing instruments for weighing precious metals, while prescribing verification fees for different categories of weights and measures.
The rules also fix compounding fees for offences punishable under the Legal Metrology Act, 2009, providing a defined mechanism for dealing with specified violations.
Officials said the measures are intended to strike a balance between simplifying regulatory compliance for businesses and ensuring effective enforcement of legal metrology standards for consumer protection.
The reforms build upon a series of recent measures undertaken to reduce regulatory burdens and improve service delivery, including the Jan Vishwas (Amendment of Provisions) Act, 2026, increased periodicity for re-verification of specified weights and measures through amendments to the Legal Metrology (General) Rules, 2011, business de-regulation initiatives and online service delivery through the J&K Single Window System.
According to officials, the reforms address several long-pending issues in the regulatory framework governing weights and measures in the Union Territory.
They said the new rules provide the Legal Metrology Department with a stronger legal framework to enforce the provisions of the Legal Metrology Act, 2009 and the rules framed under it in a transparent and consistent manner.
The government expects the reforms to improve compliance, reduce unnecessary procedural hurdles for businesses and enhance consumer confidence in commercial transactions involving weights and measures across Jammu & Kashmir.
