Srinagar, August 11: The Committee on Estimates of the Jammu & Kashmir Legislative Assembly, chaired by Nazir Ahmad Khan Gurezi, on Tuesday reviewed key issues concerning forest conservation, community rights and infrastructure in Jammu & Kashmir.
The meeting examined the Action Taken Report submitted by the Forest, Ecology & Environment Department on issues raised earlier by the committee.
Chairman Gurezi stressed the need for treating forest conservation as a priority, saying forests were not merely trees but “the lungs of J&K, the livelihood of our people, and the legacy we leave for our children.”
The committee directed the department to expedite replantation on forest land diverted for National Highways, PMGSY, PWD and NHAI projects. It also called for a massive plantation drive in deforested areas across J&K.
Taking note of tree felling and the resulting soil erosion and landslides during rains, Gurezi called for scientific afforestation on vulnerable slopes to safeguard lives and property.
Committee seeks phase-out of Russian poplar
The chairman expressed concern over what he described as the growing menace of Russian Poplar, alleging that it was affecting local biodiversity and causing health-related problems.
He directed the department to phase out Russian Poplar in a time-bound manner and replace it with indigenous species including Chinar, Deodar and Kail.
On community rights, Gurezi stressed that J&K’s forest and timber resources must benefit local communities. He directed the department to ensure sustainable utilisation of forest resources, curb illegal smuggling of poplar, deodar and pine, and ensure that benefits reach local communities and tribal families under the Forest Rights Act, 2006.
Focus on tourist destinations, wildlife protection
The committee also reviewed the condition of deteriorated trees in major tourist destinations including Gulmarg, Pahalgam, Sonamarg and Yusmarg, and directed immediate replantation measures.
It further called for strengthened measures to check poaching and address man-animal conflict.
Emphasising the importance of community participation in forest conservation, the chairman directed that Gram Sabhas be held in all constituencies across J&K.
He asked the Commissioner Secretary, Forest, Ecology & Environment Department, to finalise comprehensive guidelines for conducting Gram Sabhas at the Panchayat level to facilitate people’s direct participation in forest conservation, protection and sustainable utilisation of forest resources.
The meeting was attended by Estimates Committee members Balwant Singh Mankotia, Ali Mohammad Dar, Javid Hassan Baig, Mushtaq Guroo, Irshad Rasool Kar, Sajad Shaheen and Pyare Lal Sharma.
Senior officers from the Forest, Ecology & Environment, Tribal Affairs, wildlife, R&B, PMGSY, PWD, PHE and other departments also participated in the meeting, along with officials from the Jammu & Kashmir Legislative Assembly Secretariat.
