Srinagar, Aug 21: The National Horticulture Board (NHB), under the Ministry of Agriculture & Farmers Welfare, has issued a public circular announcing significant amendments to its Commercial Horticulture and Cold Storage Schemes. The structural changes, effective immediately, aim to streamline financial aid, improve transparency, prevent duplication, and ensure an equitable distribution of public subsidies.
Strict “One-Family, One-Benefit” Policy Introduced
Under the updated guidelines, the definition of a “family” has been formally defined to include the applicant’s spouse, parents, and children. Only one individual per family can claim financial assistance across all NHB schemes.

Single Benefit Ceiling: Once any family member claims assistance under any scheme component, the entire family is barred from receiving further subsidies, regardless of any unused portion of maximum admissible limits.

Entity Coverage: The rule applies to individual applicants, Hindu Undivided Families (HUFs), partnership/proprietorship firms, and corporate directorships.

FPO/FPC Exception: Members of Farmers Producer Organizations/Companies who received entity-level assistance remain eligible in their individual capacities, provided they meet the new family criteria.

Penalties for Fraud: Misrepresentation or false declarations will lead to mandatory recovery of released subsidy funds alongside applicable interest.
Exclusions from Assistance
The NHB has explicitly barred several categories of individuals from seeking subsidy support:

Constitutional post holders.

Active political representatives (MPs, MLAs, Mayors, District Panchayat Chairpersons).

Employees of Central/State Ministries, PSUs, and Autonomous Bodies (excluding Group-D/MTS staff).

Retired pensioners receiving Rs 10,000 or more monthly (excluding Group-D/MTS retirees).
-
Groups of Farmers.
Note: Family members of excluded individuals remain eligible for a one-time assistance subject to general family rules.

Cold Storage Cap: Credit-linked back-ended subsidies for cold storage projects are capped at ₹2.00 crore.

Land Cost Exclusion: The cost of land will no longer be considered part of the eligible project cost for subsidy calculations.
Application Fees & Exit Clauses
The circular outlines mandatory administrative fee revisions and voluntary exit parameters:

Voluntary Exit: Beneficiaries within their lock-in period may opt out by refunding the full subsidy amount with applicable interest.
