SRINAGAR, AUGUST 16: Chief Secretary Atal Dulloo on Saturday directed the Planning Department to prepare an SDG-wise, time-bound roadmap for aligning Jammu & Kashmir’s annual budget with Sustainable Development Goals (SDGs), with a focus on convergent interventions, measurable outcomes and evidence-based allocation of public resources.
Dulloo issued the directions while chairing a meeting to review the strategy proposed by the United Nations Development Programme (UNDP) for integrating SDGs into the budgeting and public financial management architecture of Jammu & Kashmir.
The meeting was attended by Additional Chief Secretary, Finance; Commissioner Secretary, Information Technology; Commissioner Secretary, Social Welfare; Secretary, Agriculture; Director Planning, senior officers and representatives of various departments.
The UNDP team made a detailed presentation outlining a preliminary roadmap for linking public expenditure with SDG targets and integrating outcome-based planning and monitoring into the Union Territory’s budgetary framework.
Taking note of the proposal, the Chief Secretary directed the Planning Department to constitute a dedicated team to work closely with UNDP and identify interventions required under each SDG to achieve the desired targets over the coming years.
He called for comprehensive mapping of Centrally Sponsored Schemes and UT Government schemes against respective SDGs to establish the contribution of each scheme towards individual goals and targets. The exercise, he said, should also identify gaps, additional interventions and resource requirements needed to accelerate progress.
Dulloo stressed that SDG achievement cannot be confined to individual departments or isolated schemes, as several goals require cross-sectoral interventions and coordinated action. He called for greater convergence among existing schemes and programmes while assessing requirements for additional funding under appropriate budgetary provisions.
He further directed that the exercise should identify targeted populations and beneficiaries for different interventions to facilitate focused implementation and measurable outcomes. He emphasised coordinated implementation and outcome-based monitoring over defined timelines.
The Chief Secretary said the exercise should go beyond simple tagging of budgetary allocations and result in a practical, time-bound and results-oriented action plan for achieving SDG targets in Jammu & Kashmir.
Additional Chief Secretary, Finance, Shailendra Kumar, stressed the need to assign a clear role to every scheme in achieving the respective SDG targets. He called for mapping each scheme against relevant SDGs and assessing its realistic contribution on the ground.
Kumar also emphasised capacity building of officers and departmental functionaries to ensure effective implementation of the SDG-aligned budgeting framework. He called for initiating the exercise immediately so that its early benefits could be incorporated into the next budgetary exercise.
Three-year UNDP framework
The UNDP proposal envisages a three-year programme to integrate SDGs into the budgeting and public financial management systems of Jammu & Kashmir.
The proposed framework seeks to establish a direct linkage between budgetary inputs, departmental outputs, measurable outcomes and SDG targets, enabling more informed decisions on allocation and utilisation of public resources.
It has three principal components: an SDG Budget Tagging Framework, an integrated digital platform linked with the Integrated Financial Management Information System (IFMIS), and institutional capacity building through an Output–Outcome Monitoring Framework (OOMF).
Under the proposed budget tagging framework, departmental schemes and expenditure heads would be mapped against specific SDG goals and targets and classified as Directly Contributing, Indirectly Contributing or Neutral. The framework envisages coverage of all 20 departments as well as district budgets.
A web-based SDG-IFMIS portal has also been proposed to track, analyse and visualise budgetary allocations and expenditure against SDGs. The portal would be integrated with the existing IFMIS architecture and SDG dashboard, providing department-, goal- and district-wise views of SDG expenditure.
The proposed system would facilitate quarterly reporting of SDG expenditure against outcomes, allowing departments to assess the effectiveness of spending and policymakers to redirect resources towards areas with greater development gaps.
J&K’s SDG score improves
The UNDP team highlighted Jammu & Kashmir’s progress on SDG indicators, noting that its composite SDG score increased from 53 in 2018 to 74 in 2023-24, according to the NITI Aayog SDG India Index 2023-24.
The 21-point improvement made J&K the second fastest-improving Union Territory nationally and placed it second among all Union Territories, according to the presentation.
The presentation also noted that Jammu & Kashmir has established institutional foundations for SDG localisation, including the SDG Coordination Centre (SDGCC), set up with technical support from NITI Aayog and UNDP. State and District Indicator Frameworks have also been finalised, with progress reports prepared for all 20 districts and a live monitoring dashboard operational.
The proposed intervention is expected to strengthen the shift from input-based to outcome-based governance by enabling departments to assess the actual contribution of public expenditure towards development goals.
It is also expected to help identify underfunded SDG areas, improve convergence, reduce duplication and support evidence-based rationalisation of schemes and allocations.
District-level SDG budget tracking would provide greater visibility of regional disparities and help ensure that the development priorities of remote and underserved areas receive appropriate attention.
The exercise is expected to lead to a J&K-specific, department-wise and outcome-oriented roadmap bringing together budgetary resources, existing schemes, additional interventions and measurable outcomes within a common planning framework.
