Centre says Pesticides Management Bill, 2026 under consultation after receiving extensive stakeholder feedback
New Delhi, July 28: The Union Ministry of Agriculture and Farmers Welfare has said that the proposed Pesticides Management Bill, 2026, is being developed to meet current regulatory requirements and align with the provisions of the Jan Vishwas Act.
In a written reply in the Lok Sabha on Tuesday, Minister of State for Agriculture and Farmers Welfare Ramnath Thakur said the draft legislation was circulated to all ministries, departments and State/UT governments on December 30, 2025, seeking their comments.
The draft Bill was subsequently placed in the public domain on January 7, 2026, inviting suggestions from stakeholders, including pesticide manufacturers, dealers and retailers, farmers, non-governmental organisations and members of the public.
According to the Ministry, a large number of comments and observations have since been received from States and Union Territories, Central ministries and departments, pesticide manufacturers’ associations, individual manufacturers, dealers and farmers on various aspects of pesticide management and regulation, including provisions related to data protection.
The proposed legislation seeks to update India’s pesticide regulatory framework in line with contemporary requirements and is expected to replace and strengthen existing mechanisms governing the manufacture, sale, distribution and use of pesticides in the country.
The government, however, did not indicate a timeline for introducing the Bill in Parliament.
