Minister reviews wool sector, HADP projects; stresses value addition, youth participation and stronger market linkages
Srinagar, July 30: Agriculture Production Minister Javid Ahmad Dar on Thursday called for a comprehensive roadmap to transform Jammu & Kashmir’s wool sector into a globally competitive, value-added industry while reviewing the progress of 27 projects under the Holistic Agriculture Development Programme (HADP) aimed at strengthening sheep husbandry and the wool industry.
Chairing a review meeting, the Minister assessed the status of the wool sector, existing production infrastructure, processing and shearing facilities, market linkages and the implementation of HADP interventions. The meeting was attended by Additional Chief Secretary, Agriculture Production Department, Dr Ashish Chandra Verma, HADP Mission Director Sagar Dattatray Doifode, senior officials, representatives of the wool industry and other stakeholders.
Dar directed the concerned departments to identify villages and clusters with high sheep populations and develop them into specialised wool production and processing hubs. He called for focused interventions, including modern shearing practices, wool grading, processing, value addition, packaging and marketing to improve returns for sheep breeders.
The Minister also emphasised the need to improve the quality of locally produced wool through specialised training programmes for sheep breeders, rural entrepreneurs and youth in modern wool processing and allied activities. He said improving quality at the production stage, coupled with scientific processing and effective marketing, would significantly enhance the economic value of J&K wool.
Highlighting the importance of youth participation, Dar directed officials to provide training, technology, financial assistance, infrastructure and market support to encourage young people to establish wool processing, value addition and allied enterprises.
He also ordered strict monitoring and regular performance assessment of Farmer Producer Organisations (FPOs) receiving financial assistance under various HADP components to ensure subsidies translate into measurable improvements in production, value addition, employment and farmers’ incomes.
Calling for greater convergence among the Sheep Husbandry Department, HADP, industry stakeholders and FPOs, the Minister stressed the need to establish an integrated wool value chain covering breeding, animal health, scientific shearing, wool collection, grading, processing, branding and marketing.
“The wool industry has the potential to become a game changer for sheep breeders, farmers and rural youth,” Dar said, adding that the sector should be developed as a commercially viable industry rather than remaining confined to traditional production practices.
During the meeting, officials informed the Minister that Jammu & Kashmir has one of the country’s largest sheep populations, with around 43 lakh sheep, producing approximately 8.6 million kilograms of wool annually, averaging 1.9 kilograms per sheep each year. About 30 per cent of the wool produced is consumed within the Union Territory, while the remainder is marketed outside J&K.
The meeting was also informed that 431 wool shearing units have been established under the Integrated Sheep Development Scheme (ISDS) and HADP with 50 per cent subsidy support to improve shearing efficiency, wool quality and animal welfare.
Officials said Rs 64 crore has been earmarked over five years for wool sector interventions under HADP, of which Rs 43.57 crore has already been released. Dar directed officials to expedite the implementation of the remaining interventions, ensure efficient utilisation of funds and strengthen monitoring mechanisms to maximise benefits for sheep breeders at the grassroots level.
