Rs 361 cr for Achan Project must break J&K’s pattern of failed waste infrastructure

The approval of the ₹361 crore Integrated Solid Waste Management (ISWM) Project at Achan marks a significant and welcome intervention in Srinagar’s long-neglected waste crisis. The initiative to scientifically process more than 11 lakh metric tonnes of legacy waste and establish an 800 Tonnes Per Day (TPD) facility offers hope for a cleaner, healthier and more environmentally secure Srinagar.

For years, Achan has stood as a symbol of administrative neglect, environmental degradation and public health vulnerability. Any serious attempt to reverse this situation deserves appreciation.

However, the real challenge begins now.

Jammu & Kashmir has already witnessed several solid waste management projects where massive public funds were spent on buildings, boundary walls, sheds, machinery and concrete infrastructure, but where the actual system of scientific waste segregation, treatment and disposal remained either weak or entirely absent. In many places, infrastructure exists on paper and in photographs, while untreated waste continues to be dumped in the open. The Achan project must not become another example of money spent without sustainable outcomes.

What Srinagar requires is not merely a construction project, but a workable and accountable waste management model. The success of the project will depend far less on the scale of infrastructure and far more on discipline, governance, scientific management and public participation.

The first and most critical requirement is strict accountability. The history of Achan is filled with delayed deadlines, dysfunctional machinery and failed treatment systems. Authorities must ensure transparent implementation, independent monitoring and clearly defined timelines.

Second, the bio-remediation of legacy waste must be handled with utmost scientific care. During the 30-month clearance process, authorities cannot allow toxic smoke, foul odour or leachate contamination to continue threatening nearby habitations and the fragile Anchar Lake ecosystem.

Third, at-source segregation is indispensable. Without strict enforcement of household-level waste segregation, even the most modern plant will collapse under the burden of mixed garbage.

Finally, decentralised waste management through composting units and fully functional Garbage Transfer Stations is essential to reduce pressure on Achan itself.

This project must ultimately be judged not by how much money is spent, but by whether Srinagar finally develops a functioning, scientific and sustainable waste management system.
