J&K SEC approves UNDP partnership, advanced disaster response measures

Srinagar, May 25: The State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation and Reconstruction on Sunday approved a series of measures aimed at strengthening disaster preparedness, mitigation and emergency response systems across Jammu and Kashmir.

The meeting, chaired by Chief Secretary Atal Dulloo, reviewed several proposals related to disaster resilience and institutional preparedness in the Union Territory.

The meeting was attended by senior officials, including the Additional Chief Secretary, Finance; Principal Secretary, DMRR&R; Commandant General of SDRF; Commissioner Secretary, Law; Secretary Revenue; and other officers of the department.

Among the major decisions taken was approval for a partnership with the United Nations Development Programme to implement disaster mitigation initiatives in various districts of Jammu and Kashmir.

The SEC also approved the constitution of a Project Steering Committee to oversee coordination and implementation of the programme. The committee will be headed by the Principal Secretary of DMRR&R and co-chaired by UNDP representatives along with members from concerned departments.

To strengthen scientific assessment and technological preparedness, the committee approved procurement of Digital Terrain Models (DTMs) for vulnerable districts to aid simulation, prediction and mitigation of natural disasters.

The SEC also gave approval for procurement of satellite phones for high-risk subdivisions and tehsils across Jammu and Kashmir to ensure uninterrupted communication during emergencies and disaster situations.

The meeting further discussed the formation of hazard-specific task forces for disasters such as earthquakes, floods, Glacial Lake Outburst Floods (GLOF) and landslides. According to officials, these task forces will comprise experts from reputed national and local institutions, including IITs, universities and technical organisations, to provide specialised inputs for disaster risk reduction and preparedness planning.

In another key decision, the SEC revalidated funds amounting to Rs 10.69 crore for procurement of rescue and emergency response equipment to facilitate safe and efficient conduct of the annual Shri Amarnathji Yatra.

Addressing the meeting, Dulloo stressed the importance of coordinated response mechanisms, robust preparedness and adoption of modern technology-driven systems to minimise disaster risks and enhance resilience across the Union Territory.
