New Delhi, March 18: The Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday approved the ₹33,660 crore Bharat Audyogik Vikas Yojna (BHAVYA), a flagship initiative aimed at developing 100 plug-and-play industrial parks across the country to boost manufacturing, jobs, and investment.
The scheme is being positioned as a major step towards accelerating India’s journey to Viksit Bharat and strengthening its push for Atmanirbhar Bharat through manufacturing-led growth.
100 Industrial Parks with World-Class Infrastructure
Under BHAVYA, industrial parks ranging from 100 to 1,000 acres will be developed with comprehensive infrastructure, including:

Core infrastructure such as internal roads, underground utilities, drainage systems, ICT networks, and common treatment facilities

Value-added infrastructure like ready-built factory sheds, built-to-suit units, testing labs, and warehousing

Social infrastructure including worker housing and support amenities
Financial assistance of up to ₹1 crore per acre will be provided for internal infrastructure, while up to 25% support will be extended for external connectivity to ensure seamless integration with transport and logistics networks.
Plug-and-Play Model to Boost Ease of Doing Business
The scheme aims to significantly reduce entry barriers for investors by offering pre-approved land, ready infrastructure, and single-window clearances. Industries will be able to move from planning to production quickly, improving ease of doing business.
Project selection will be carried out through a competitive “challenge mode” to prioritise high-quality, reform-oriented, and investment-ready proposals.
Built on Industrial Corridor Model
BHAVYA builds on the success of industrial smart cities developed under the National Industrial Corridor Development Programme, and will be implemented in partnership with states and private sector players.
The National Industrial Corridor Development Corporation Limited, under the Department for Promotion of Industry and Internal Trade, will play a key role in execution. NICDC is currently implementing 20 projects across 13 states focused on developing greenfield industrial cities.
Focus on Sustainability and Future-Ready Infrastructure
The industrial parks will be aligned with PM GatiShakti principles to ensure multimodal connectivity and efficient last-mile access. Key features include:

Underground utility corridors enabling a “no-dig” environment

Efficient maintenance systems to minimise disruptions
These measures aim to improve productivity, reduce inefficiencies, and create globally competitive industrial ecosystems.
Boost to Jobs, Investment and Regional Growth
The government expects BHAVYA to generate large-scale employment, both direct and indirect, across manufacturing, logistics, and services sectors. The scheme will be implemented across all states and Union Territories, promoting balanced regional development.
By enabling cluster-based development and co-location of industries, suppliers, and service providers, the initiative is expected to strengthen domestic supply chains and enhance export competitiveness.
