The Jammu and Kashmir Government has issued an order regularising and confirming the services of several In-charge Assistant Executive Engineers (Electrical) of the Power Development Department (PDD) as Assistant Executive Engineers (Electrical).
According to Government Order No. 05-JK (PDD) of 2026, dated January 5, 2026, the decision follows the recommendations of the Establishment-cum-Selection Committee, which met on December 18, 2025, under the chairmanship of the Chief Secretary, Jammu and Kashmir.
The order pertains to engineers who were working as In-charge Assistant Executive Engineers and have now been formally regularised in the cadre with effect from the dates specified against their names. The regularisation has been carried out in accordance with earlier administrative decisions, including Decision No. 258/22/2019 dated December 22, 2019, and a communication received from the General Administration Department on December 24, 2025.
The list includes degree-holder engineers whose services have been regularised retrospectively, with dates ranging from 1998 to 2006. Among those regularised are Ravinder Kumar Pajnoo, Suman Kumar, Showkat Ahmad Banday, Mukhtar Ahmad Ahanger, K.S. Chowdhary, Shakti Prakash, Bashir Ahmad Ganai, Mohammad Hussain Gani, Arvinder Kumar Chibber, Baldev Singh, Muzaffar Jan Mattoo, Joginder Singh, Suhail Ahmad Naqashbandi, Mohammad Munawar Sheikh, Ghulam Nabi Bhat, and several others. The order also notes cases where officers have since passed away.
Additionally, the services of one diploma-holder engineer, Maqbool Hussain, have been regularised, notionally with effect from November 11, 2004, and on a regular basis from December 1, 2004.
The government clarified that the pay of the regularised officers shall be fixed in the pay scale applicable to Assistant Executive Engineers, with adjustments made for charge allowances, if any, drawn while holding higher posts.
It has further been stated that the regularisation and confirmation of these officers shall remain subject to the outcome of any writ petitions, if pending before competent courts or tribunals.
Reacting to the latest administrative assignments, Pirzada Hidayattullah, President of J&K Electrical Engineers’ Association extended congratulations to the officers entrusted with the new responsibilities, expressing confidence that the current arrangements would soon translate into regular charges.
He said the assignments would significantly strengthen public service delivery and align with the administration’s broader commitment to efficient and responsive governance. Extending his best wishes, he specifically congratulated Arshad Reshi for what he described as a “very important assignment,” expressing optimism that he would deliver strong results. He also lauded Ravikant Kalsotra for handling a crucial charge and congratulated Sanjay Bhagat on his new responsibility.
Reiterating commitment to public service, Pirzada said such institutional decisions, when backed by capable officers, play a vital role in improving governance outcomes on the ground.
