Seven Cold Chain Projects Sanctioned for J&K as India Expands PMKSY Footprint

Seven cold chain and post-harvest infrastructure projects approved for Jammu & Kashmir are among the 404 projects sanctioned nationwide under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), according to information tabled in the Rajya Sabha on Friday. Of these, five projects in J&K have already been completed, marking a significant push towards strengthening the Union Territory’s agro-logistics and farm-to-market supply chain.

Minister of State for Food Processing Industries Ravneet Singh said that the “Integrated Cold Chain and Value Addition Infrastructure” component of PMKSY aims to establish seamless cold chain systems from farm gate to consumer to reduce post-harvest losses. Across India, 300 of the 404 approved projects have been completed so far. State-wise details of cold chains, pack houses, reefer vans, ripening chambers and cold storages have been compiled in official annexures.

The ministry clarified that temperature, handling and hygiene protocols are not standardised centrally, as they vary across commodities and technologies. Their monitoring is undertaken by the respective agencies responsible for cold chain development and quality control.

Budget Utilisation

Data presented in Parliament showed the following allocation and expenditure pattern for the Cold Chain Scheme under PMKSY:

  • 2021–22: ₹227.6 crore BE; ₹263 crore RE; ₹225.31 crore actual

  • 2022–23: ₹230.5 crore BE; ₹222.34 crore RE; ₹203.07 crore actual

  • 2023–24: ₹196.5 crore BE; ₹175.41 crore RE; ₹175.4 crore actual

  • 2024–25: ₹179.8 crore BE; ₹118.8 crore RE; ₹113.52 crore actual

  • 2025–26: ₹171.63 crore BE; expenditure ₹65.43 crore as of 27 Nov 2025

The minister also placed data on five-year exports of processed food products and state-wise cold chain assets in the Rajya Sabha.
