J&K ARI & Trainings Dept holds workshop on new inline portal for recruitment rules updation

Jammu, Dec 4: The Administrative Reforms, Inspections (ARI) & Trainings Department on Wednesday organised a workshop-cum-training programme on a newly developed online portal for updation of Recruitment Rules (RRs), marking a major governance reform aimed at enhancing transparency, efficiency and uniformity in the framing and approval of RRs across all government departments.

The workshop, held at the Convention Centre, was chaired by Additional Chief Secretary (ACS) Higher Education, Shantmanu, who lauded the initiative as a significant move toward modernising administrative processes. Senior officials including ACS PW(R&B) A.K. Singh, Commissioner Secretary ARI & Trainings Shabnam Kamili, Administrative Secretaries, Government Press officials, department-wise Nodal Officers, BISAG representatives and other officers participated in the event.

Addressing participants, ACS Shantmanu noted that the Single Window System for Recruitment Rules will save considerable time while ensuring clarity, accountability and consistency in the recruitment framework of the government. He said the reform reinforces the administration’s commitment to digital governance.

ACS A.K. Singh said the new portal is expected to reduce approval time by more than 75 percent, with every step of the workflow becoming digitally traceable. He added that the system aligns fully with the Government of India’s Digital India push.

In her welcome remarks, Commissioner Secretary ARI & Trainings Shabnam Kamili said Recruitment Rules form the backbone of government service management, defining eligibility, promotion criteria and service structures. She noted that the traditional approval process involved multiple layers and lengthy procedures, often causing delays.

To address these concerns, she said the Government, in collaboration with BISAG-N, has developed a digital single-window platform integrating all key stakeholders such as administrative departments, Finance, Law, JKPSC and GAD into one unified system. She added that additional security enhancements will be incorporated in consultation with IT and NIC to ensure smooth and secure operations.

During the technical session, BISAG-N representatives trained the designated Nodal Officers, followed by an interactive Q&A segment.

Special Secretary ARI & Trainings, Tassaduq Hussain, in his concluding remarks, reiterated the administration’s commitment to simplifying public administration. He said the new digital platform marks another important step toward strengthening transparency, good governance and timely service delivery in Jammu & Kashmir.
