Centre proposes amendments to Post Office Act, 2023 to enable digital address system; DoP invites public comments

New Delhi: The Department of Posts (DoP) has released a draft of major amendments to the Post Office Act, 2023 to provide legislative backing for DHRUVA — a new national digital address system that aims to create an interoperable, standardised and user-centric “Address as a Service” (AaaS) framework. The Ministry has invited public and industry comments on the draft Bill until December 31, 2025.

DHRUVA: A Digital Address Infrastructure

The proposed system, known as Digital Hub for Reference and Unique Virtual Address (DHRUVA), is part of India’s expanding digital public infrastructure aimed at streamlining address creation, validation and service delivery.

A detailed policy document on DHRUVA was initially circulated on 30 May 2025 for stakeholder consultation. Inputs received from government bodies, industry and citizens have now been incorporated into the revised framework.

Draft Amendments to Strengthen Legal Basis

The newly drafted amendments seek to equip the Post Office Act with the necessary legal provisions to operationalise a modern, secure and fully interoperable digital addressing ecosystem. The changes cover:

  • Creation of Digital Address Identifiers (DAI)

  • Standardisation of addresses and postcodes

  • Rules for generation, validation and use of address identifiers

  • Registration of Address Service Providers (ASPs)

  • Authorization of Address Validation Agencies (AVAs)

  • Establishment of a National Network Administrator

  • Consent-based mechanisms for exchange, access and use of address data

  • A full governance architecture, including grievance redress, adjudication and penalties

An Explanatory Note summarising the provisions has also been released to help the public understand the proposed changes.

Public Comments Invited Until December 31

The Department of Posts has invited comments from citizens, industry stakeholders and experts as part of the ongoing public consultation process. The draft Bill and explanatory notes are available on the official India Post website.
