Past systems let even 10th pass become IAS officers in J&K: LG Sinha

Jammu: Lieutenant Governor Manoj Sinha on Thursday sharply criticised what he described as a “deeply unjust and unaccountable system” that prevailed in Jammu & Kashmir in the past, claiming that even a “10th class pass individual could become an IAS and IPS officers”, depriving hardworking and meritorious youth of fair opportunities.

Speaking at the Constitution Day celebrations in Jammu, the LG said that decades of weak oversight, nepotism and arbitrary decision-making had eroded public trust, created widespread inequities, and limited the aspirations of deserving students.

“Such was the level of lack of accountability and injustice that even a 10th class pass would become an IAS and IPS officer in J&K. Hard-working, meritorious students were left with little or no options,” Sinha said, adding that the system has undergone major corrective reforms in recent years.

He emphasised that the current administration is committed to transparent governance, merit-based recruitment, and strict adherence to constitutional principles. Sinha said the Union Territory has witnessed “historic clean-ups” in public service recruitment, and several measures have been put in place to ensure fairness and equal opportunity.

The LG highlighted that Jammu & Kashmir today is “moving firmly on the path of justice and constitutional integrity,” noting improvements in institutional accountability, service delivery and public grievance mechanisms.
