J&K Budget discussion schedule announced by Finance Dept

Srinagar: The Finance Department of the Government of Jammu and Kashmir has released an urgent schedule for the discussion of Budget Proposals concerning the Revised Estimates (RE) 2025-26 and Budget Estimates (BE) 2026-27.

The discussions, covering both Revenue and Capital Components under the Central Sector Schemes (CSS) and Prime Minister’s Development Package (PMDP) Loan Component, are set to begin on Monday, December 1, 2025.

The detailed schedule for the discussions has been provided in Annexure “A” (enclosed with the notification) and spans from December 1st to December 16th, 2025. Key dates and participating departments include:

All departments have been strongly advised to furnish several key reports and presentations to the Finance Department well in advance of their scheduled discussion dates. These essential pre-requisites include:

  • Action Taken Reports (ATRs) on the Budget Announcements.

  • Complete details on the Establishment Budget.

  • Details pertaining to the Fiscal Responsibility and Budget Management (FRBM) Act.

  • PowerPoint Presentations (PPTs) providing data on:

    • Staffing (sanctioned, in place, contractual, etc.).

    • Trends of scheme-wise revenue and capital expenditure.

    • Revenue receipts (over the last five years) and scope for enhancement.

    • Details of major projects/initiatives, total liability of ongoing projects, and next year’s “Key Features with output/outcome and targets.”

The notification, issued by S.N.A. Indrabi, Accounts Officer (Budget), further clarifies that the discussion on the Budget Proposals for Kashmir/Jammu based Heads of Departments/DCs will take place through video conferencing. Only those officers considered absolutely necessary are required to participate in their respective budget meetings.
