SRINAGAR: Chief Secretary Atal Dulloo on Wednesday reviewed the progress of the Digitization and Modernization of Land Records project in Jammu and Kashmir, directing concerned departments to complete the complex exercise within six to seven months to ensure transparency, efficiency, and accuracy in land governance across the Union Territory. The meeting, held in Srinagar, was attended by Secretary, Revenue, Kumar Rajeev Ranjan; Director, Survey & Land Records; Inspector General, Registration; CEO, State Health Agency, and other senior officers, while all Deputy Commissioners joined through video conferencing.
Dulloo emphasized that accurate and accessible land records are critical to resolving disputes, improving planning, and strengthening agricultural management. He asked the officers to maintain close monitoring of the digitization process and ensure accuracy at every stage.
Reviewing the ongoing work, the Chief Secretary directed the Director, Land Records, to issue clear guidelines to all Deputy Commissioners for the recreation of missing musavis (cadastral maps) in certain villages and to complete this process within two months. He also called for extending necessary support to districts to determine the next steps for pending villages.
The review covered key components of the modernization programme, including digitization of Jamabandis (Record of Rights), geo-referencing of cadastral maps, sub-parcelization of survey numbers, computerization of revenue courts, modernization of record rooms, and implementation of NAKSHA in Urban Local Bodies and the SVAMITVA scheme in rural areas.
Secretary Revenue informed that data entry of Jamabandis is underway in 4,519 villages out of 6,857, with 600 villages already completed. A backlog mutation module has been developed to update records up to 2025, with a proof of concept successfully completed in five villages.
He further stated that under the PM Gati Shakti initiative, parcel attribute updation is progressing well and expected to finish within a month. Of 6,217 geo-referenced maps received by BISAG-N, 4,240 have been ground-truthed, and parcel attribution completed for 3,489 villages using advanced GIS tools.
Regarding registration, the Revenue Department informed that the computerized registration system will become fully paperless within two weeks, with legacy data since 1990 being digitized in coordination with judicial courts.
Under the SVAMITVA Scheme, 52,265 property cards have been distributed in 1,200 villages, while drone surveys are nearing completion. The NAKSHA scheme is being implemented on a pilot basis in Bishnah, Katra, Pattan, and Awantipora, with Bishnah nearing completion.
Reaffirming the government’s resolve to bring a paradigm shift in land governance, the Chief Secretary directed the Revenue Department to ensure seamless integration of all digital modules under the Digital Land Records Modernization Programme (DLRMP) to improve public service delivery and reduce land disputes.
