J&K Geology & Mining Dept orders removal of silt and debris from agricultural lands after floods

Srinagar: The Jammu & Kashmir Directorate of Geology and Mining has directed District Mineral Officers (DMOs) across the Union Territory to begin the removal of massive deposits of silt, sand, bajri and other debris left behind by the recent flash floods and landslides across hilly terrains.

According to the circular issued by Director Geology & Mining, S.P. Rukwal (JKAS), the accumulation of debris in proprietary and agricultural lands along nallas and river banks has severely impacted cultivable land and local livelihoods. The order emphasizes that lifting and safe disposal of this material is now essential to mitigate the damage and help affected communities recover.

The circular refers to provisions under Rule 107 of the J&K Minor Mineral Concession, Storage, Transportation of Minerals and Prevention of Illegal Mining Rules, 2016, which allow for the removal of such riverborne material following due verification from the Revenue Department and payment of applicable charges.

The directive makes it clear that while facilitating the removal of debris, no disturbance of the original ground surface will be permitted, including digging pits, trenches, or other alterations. DMOs have been held personally responsible for any violation of the instructions and rules.

The move comes after recent flash floods and landslides caused extensive damage to property and infrastructure in multiple districts of J&K, with heavy siltation worsening the plight of farmers already facing crop and land losses.

Officials said the clearance drive will not only help restore agricultural productivity but will also contribute to larger flood mitigation efforts in the Union Territory.
