Chief Secretary reviews GAD’s work; directs urgent timelines for filling all govt vacancies

Srinagar: Chief Secretary Atal Dulloo on Tuesday directed urgent timelines for filling government vacancies, strengthening transparency, and accelerating governance reforms in Jammu and Kashmir. He said that citizens must feel the difference through timely services, fair processes, and accountable governance.

Chairing a meeting at the Civil Secretariat to review the functioning of the General Administration Department (GAD), Dulloo asked the Jammu and Kashmir Services Selection Board (JKSSB) to fill 1,500 Multi-Tasking Staff (MTS) posts within fixed timelines, stressing that no unnecessary delays in recruitment would be tolerated. He also called upon JKPSC and JKSSB to fast-track recruitments at all stages, noting that efficient staffing at the grassroots is vital for improved service delivery.

The Chief Secretary directed officials to make the process of framing and amending recruitment rules fully online to eliminate bottlenecks and enhance transparency. He said digitisation of rules would enable real-time monitoring and better accountability.

In a major reform initiative, Dulloo announced the creation of a dedicated Capacity Building Unit (CBU) under Mission Karmayogi to ensure continuous training and upskilling of government employees, thereby fostering a culture of innovation, efficiency, and accountability in public administration.

On transparency measures, he directed all departments to ensure proactive disclosure of information within 15 days and stressed the expeditious disposal of pending Right to Information (RTI) cases. “Timely responses to information requests are a cornerstone of accountable governance,” he said.

The Chief Secretary also instructed departments to streamline service matters and clear pending Departmental Promotion Committee (DPC) cases within set timelines, underlining that promotions are crucial for employee morale and organizational effectiveness.

For citizen-centric governance, Dulloo ordered the launch of the Public Services Guarantee Act (PSGA) portal within a week, which will serve as a single-window platform to monitor the delivery of public services and reduce delays.

He further directed administrative departments to expedite the clearance of pending Regular Departmental Action (RDA) cases and compassionate appointment cases under SRO-43 and the Rehabilitation Assistance Scheme (RAS), ensuring timely support to the families of deceased employees.

The meeting was attended by Administrative Secretaries of all departments, where discussions focused on accelerating reforms, improving transparency, and strengthening service delivery across government departments.
