J&K Govt allows local MSME procurement up to Rs 5 lakhs

Srinagar, March 17: Jammu & Kashmir government has directed all administrative Secretaries to direct their subordinate officers to use local filters upto Rs 5 lakhs and additional terms and conditions clause (A TC) for bidding process on GeM ‘for ensuring participation of local manufacturers in the procurement process.’

In a Government Order issued by the Finance Department today, a copy of which has been obtained by Ziraat Times, all Administrative Secretaries have been asked to allow an exception to Rule 149 of GFR-2017, whereunder procurement of Goods and Services through Government e-Market Place (GeM) has been made mandatory for all Government departments.

The order further reads, “In order to give boost to the local manufacturers GeM has informed that local filters have become operational w.e.f 25thof Febuary 2021,enabling the departments to procure Goods and Services fiom local manufacturers.”

“Local filters and MSME filters shall be used together for procurement fiom local manufacturers upto Rs 5.00 lakhs fiom Government e-Market Place(GeM) as per procedure laid down. For purchase above Rs 5.00 lakhs, additional terms and conditions clause (ATC) shall be invoked by the departments for restricting procurement within a geographical limit, through the process of bidding on GeM, in appropriate cases”, the order further says.

Departments are also advised to ensure on boarding of their suppliers on the GeM platform. It is mandatory for every supplier to have GeM ID, for participation in any procurement process of the Government, the order says.
