Rahul Sahai, Chairman PHDCCI Jammu, calls on Comm Secty I&C

Jammu: A delegation of industrialists led by Rahul Sahai Chairman PHDCCI, Jammu Chapter, met with Commissioner Secretary, Industries & Commerce , Manoj Kumar Dwivedi, at his office chamber here today.

 

The delegation thanked the government for the recently announced New Industrial Development Scheme-2021 and hoped that the policy would help industries in the UT and give boost to its economy.

 

Submissions made by the delegation include opting Chairpersons of both Jammu as well as Kashmir PHDCCI Chapters as members of Export Promotion Board , submitted document on provision of mentoring & facilitation and guidance to entrepreneurs and also submitted a proposal for diagnostics study of industrial estates of J&K.

 

Sahai Highlighted issue of levy of bottling fee of Rs 10 per litre to beer / liquor manufacturing units in J&K also highlighted that because of this duty Local units having investment of 100 crores are getting sick , Commissioner secretary assured delegation that he will look into the matter at the earliest.

 

Rahul Sahai suggested industrial land allotment to Automobile workshops, medical tourism projects , warehouses as an service industry and also suggested use of extra land with existing units for these activities , MK Dwivedi assured that it will be included and existing units will be allowed to do so.

 

Rahul Sahai suggested Free hold rights for Existing units having PMT for more than 20 years which can benefit unit holder to take funding from banks as valuation of the property will be elevated and funding problems of MSME’S could be solved .

 

Other points discussed in the meeting include policy for medical tourism, Creation of invest J&K as a single window clearance department in J&K , infrastructure upgradation of industrial estates in terms of Roads – power cuts – drainage systems- industrial waste dumping grounds , Rural connectivity with industrial estates for movement of labour in odd hours , Transport subsidy for raw materials for industry, Interest subsidy for all the existing units , skill development upgradation in ITI’S of J&K as per industry requirement , if skilled labour is not available Govt should not stop incentives of units , Collateral free MSME funding issues and industrial benefits to hotel industry in terms of power rates and GST refunds .• For nurturing of existing Industrial Sector under the package the relaxations in the RBI norms for NPA, Restructuring, SIBIL Score and Credit Rating are needed to be announced keeping in view the economic breakdown since 2014 in Kashmir Valley due to flood and complete look down from August 2019 due to Reorganization of J&K followed by Covid 19 , Revival and Rehabilitation of Sick MSME’s/ Units the Interest free loan upto 200.00 lakhs to be provided under CGTMSE Scheme with one time and annual fee charges paid by I/C Dept.

 

Certain suggestions were also made for improving ease of doing business for industries by the delegation which are removal of 5% levies imposed on change of line of Manufacture , addition of new item , substantial expansion , transfer of property to legal heir , conversion of firm to company , addition of an investor by SIDCO/SICOP. Also highlighted 20% yearly increase of rent on industrial land by SIDCO.

 

Kuldeep Gupta Co Chairman PHDCCI Highlighted issue of 20 plus sick units of activated carbon and plywood due to change in forest department policy by increase of royalty rates to more than 70% in single go, submitted a detailed document to Commissioner Secretary.

 

Vikrant kuthiala past Chairman PHDCCI highlighted issue of demands raised today by Excise Department for earlier incentive package availed.

 

Others present in the Meeting were Vinod Sachdeva, Prem Dewan, Ajay Gandotra, Sidhant Chowdhary, Chiatanya Chowdhary, Jaspal Singh, Vinay Sharma, Sujiv Jain.
