Directs departments to accelerate expenditure, achieve targets by September-end
JAMMU, SEPTEMBER 8: Secretary, Agriculture Production Department, Nitu Gupta on Tuesday reviewed the implementation and physical and financial progress of various agriculture and allied sector schemes in Jammu Division, directing departments to accelerate expenditure and achieve the set targets within the stipulated timelines.
Gupta chaired a review meeting at the Conference Hall of the Directorate of Agriculture Jammu to assess progress under the UT Capex Budget 2026-27 (Regular Capex), NABARD, Holistic Agriculture Development Plan (HADP), Jammu and Kashmir Competitiveness Improvement of Agriculture and Allied Sectors Project (JKCIP), Centrally Sponsored Schemes (CSS) and SASCI.
The meeting was attended by senior officers of the Agriculture Production Department, including Director Command Area Development Jammu, Director Planning Agriculture Production Department, Director Agriculture Jammu Anil Gupta, Joint Directors, Chief Agriculture Officers, District Agriculture Officers, Director Finance SKUAST-J, Director Research SKUAST-J, Deputy Director Planning Agriculture Production Department and a representative of the Mission Director, HADP.
At the outset, the Secretary reviewed scheme-wise physical and financial progress, expenditure, achievements, targets and pending issues. The concerned Heads of Departments presented the latest status through presentations.
Gupta directed the officers to adhere strictly to approved timelines and complete the targeted expenditure by the end of September 2026.
Reviewing the NABARD and HADP components, she called for focused monitoring of individual projects, timely completion of pending activities and regular updating of physical and financial progress. Officers were directed to identify areas of slow progress and undertake corrective measures on priority.
She also stressed proper utilisation of available funds, timely submission of bills and completion of all requisite formalities, besides ensuring transparency and adherence to prescribed financial and technical procedures.
The Secretary directed Chief Agriculture Officers to closely monitor expenditure and implementation of schemes at the district level.
Director Agriculture Jammu Anil Gupta was asked to personally monitor the Aatmanirbharta in Pulses Mission across all districts and ensure timely progress and reporting.
Gupta further directed the department to expedite projects under JKCIP and complete the registration process under the National Mission on Natural Farming (NMNF) at the earliest. The concerned officers were asked to submit an updated progress report under NMNF within one week.
Emphasising optimum utilisation of funds, timely execution of projects and quality of works, Gupta called for effective delivery of departmental schemes to farmers. She directed all implementing agencies to maintain close coordination and ensure achievement of physical and financial targets within the stipulated timelines.
Earlier, Gupta, along with Director Agriculture Jammu Anil Gupta, handed over a sanction letter for establishment of a Dal Mill under the Aatmanirbharta in Pulses Mission to beneficiary Kuldeep Kour of village Ranjan.
The Secretary also visited the Mushroom Controlled Cropping Unit, Spawn Production Laboratory and Seed Processing Plant at Krishi Bhawan, Talab Tillo, where she reviewed their functioning and ongoing activities.
