Haj 2027: Labaika, Al Khuddam, Al Hayat among 17 J&K Haj Group Operators to qualify; quota allotment to follow

Srinagar, Aug 29: The Ministry of Minority Affairs has published the full list of Haj Group Organisers (HGOs) from Jammu & Kashmir found eligible for registration for Haj 2027, with 17 firms qualifying under different categories.

As previously reported by Ziraat Times, the list was published on August 27, 2026, following scrutiny and evaluation of applications submitted through the HGO Portal against the eligibility conditions prescribed under the Haj Group Organiser (HGO) Policy for Haj 2027.

The Ministry had invited online applications through Notice No. HAJ-15/2/2026-HAJ-MoMA (e-151636), dated July 3, 2026.

The applications were examined on the basis of prescribed documentation, eligibility conditions, financial eligibility, experience, compliance with the HGO Policy and other applicable requirements.

According to the published list, the following 17 Haj Group Organisers from Jammu & Kashmir have been found eligible:

Category-I

Under Clause 4.4 of the HGO Policy for Haj 2027, selected Lead HGO applicants have been directed to constitute Combined Haj Group Organisers (CHGOs) by inviting eligible HGOs from the different categories. The policy envisages that the total quota of each CHGO should be as close as possible to 2,000 pilgrims.

Each CHGO is required to include at least one Category-I Lead HGO, one Category-I Non-Lead HGO and one new Category-II HGO. Lead HGOs are required to submit details of the constitution of their respective CHGOs to the Ministry within three days.

However, quota distribution and allotment to individual HGOs has not yet taken place.

The formalities relating to the formation of CHGOs and subsequent quota allotment are still pending. Once the CHGOs are constituted and quota allotment letters are issued to the HGOs, the details will be notified to the general public.

Bookings for Haj 2027 through the eligible HGOs can commence only after the formal quota allotment and related formalities are completed.
