Centre says Jan Aushadhi network expanded to over 20,000 outlets; one-time price hike allowed for four medicines to address shortages
NEW DELHI, July 31: The Centre on Friday said the National Pharmaceutical Pricing Authority (NPPA) has initiated action in 2,737 cases of drug overcharging up to March 31, 2026, while continuing efforts to ensure the availability and affordability of essential medicines across the country.
In a written reply in the Lok Sabha, Minister of State for Chemicals and Fertilizers Anupriya Patel said the NPPA regularly monitors the availability of medicines, including generic drugs, identifies shortages and coordinates with state governments and pharmaceutical manufacturers to address supply gaps.
She said that during the past year, the NPPA permitted a one-time 50 per cent increase in the ceiling prices of four medicines—Carboplatin Injection (10 mg/ml), Cisplatin Injection (1 mg/ml), Anti-Tetanus Immunoglobulin 250 IU and Anti-Tetanus Immunoglobulin 500 IU—after public health authorities and manufacturers reported severe shortages.
The NPPA also monitors compliance with the Drugs (Prices Control) Order (DPCO), 2013, and takes action against violations, including cases of overcharging. While demand notices have been issued in thousands of cases, the government said it does not maintain state-wise data on overcharging by pharmaceutical companies.
Highlighting measures to improve access to affordable medicines, the minister said the Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) now operates through more than 20,000 Jan Aushadhi Kendras (JAKs) across the country, offering quality generic medicines at prices generally 50 to 80 per cent lower than branded alternatives.
To strengthen the availability of medicines under the scheme, the government has introduced incentives for Jan Aushadhi Kendras to stock 200 commonly used medicines, including the 100 top-selling medicines under the scheme and 100 fast-selling medicines in the broader market. The incentive programme has been in place since September 2024.
The government has also established an end-to-end digital supply chain connecting five warehouses with a network of 42 distributors nationwide. In addition, the Pharmaceuticals and Medical Devices Bureau of India (PMBI) regularly monitors the availability of 400 fast-moving medicines, with demand forecasting now being digitised to improve procurement and supply management.
The minister said several other flagship health initiatives continue to support access to affordable medicines. These include the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), which provides health insurance coverage of up to ₹5 lakh per family annually for secondary and tertiary care, including medicines.
She added that under the Free Drugs Service Initiative of the National Health Mission, essential medicines are provided free of cost at public health facilities from Primary Health Centres to district hospitals.
The AMRIT (Affordable Medicines and Reliable Implants for Treatment) initiative also provides medicines, implants and surgical consumables for cancer, cardiovascular and other diseases at discounts of up to 50 per cent through AMRIT pharmacies established in hospitals across the country.
Financial assistance is also available for economically weaker patients suffering from life-threatening diseases, including cancer, under the Rashtriya Arogya Nidhi and the Health Minister’s Discretionary Grant, the minister said.
