New Delhi, March 20: In a major reform aimed at improving dental education and strengthening oral healthcare standards, the Government of India has constituted the National Dental Commission, replacing the Dental Council of India.
Official notifications were issued on March 19, 2026, bringing the new regulatory framework into effect from the same date. The move marks a shift toward a more transparent, quality-driven and accountable system for regulating dental education and professional standards in the country.
The government said the new commission will introduce long-pending regulatory reforms in dental education while also improving access to affordable oral healthcare services nationwide.
As part of the new structure, three autonomous boards have been created to support the functioning of the commission and oversee key areas of dental regulation. These include the Undergraduate and Postgraduate Dental Education Board, which will supervise dental education; the Dental Assessment and Rating Board, responsible for accreditation and institutional assessment; and the Ethics and Dental Registration Board, which will regulate professional conduct and maintain dentist registrations.
The appointments approved for the commission include Sanjay Tewari as Chairperson and Mousumi Goswami as a part-time member.
For the Undergraduate and Postgraduate Dental Education Board, Chandrashekhar Janakiram has been appointed President, with Shailesh Madhav Lele as whole-time member and Nagaraj M as part-time member.
The Dental Assessment and Rating Board will be headed by Nanda Kishore Sahoo as President, while Himanshu Aeran will serve as whole-time member and Parimala Tyagi as part-time member.
In the Ethics and Dental Registration Board, Tapas Kumar Bandyopadhyay and Usha Hegde have been appointed as whole-time members, while Swarga Jyoti Das will serve as part-time member. Arindam Modak will head the Secretariat as Secretary to the commission.
According to the government, the National Dental Commission will frame regulations under the new law, assess and rate dental institutions, evaluate human resources in the sector and promote dental research. It will also set guidelines for fee regulation in private dental colleges and establish standards for community dental care, education, research and professional ethics.
With the new law coming into force from March 19, 2026, the Dentists Act, 1948 has been repealed and the Dental Council of India stands dissolved. The government said the reform is expected to modernise dental education and improve the overall quality of dental healthcare services in India.
