New Delhi: The Central Government has notified the commencement of select provisions of the National Sports Governance Act, 2025, with effect from January 1, 2026, marking the first phase of implementation of India’s new statutory framework for sports administration.
The Act, enacted to strengthen transparency, accountability and ethical standards in sports governance, was originally notified in the Official Gazette on August 18, 2025. Under its provisions, the government is empowered to bring different sections of the law into force on different dates to ensure a calibrated rollout.
Phased Implementation for Smooth Transition
In a notification issued by the Ministry of Youth Affairs and Sports, the government invoked its powers under Section 1(2) of the Act to operationalise key institutional and governance-related provisions from the beginning of the new year. These include Sections 1 to 3, specified sub-sections of Sections 4, 5, 8 and 11, as well as Sections 14, 15, 17, 30, 31 and 33 to 38 of the Act.
According to the Ministry, the phased commencement is intended to facilitate a smooth transition from the existing administrative arrangements to a comprehensive statutory sports governance framework.
New Institutional Architecture
The provisions coming into force relate to the establishment and governance of major national sports institutions. These include the regulatory framework for National Sports Bodies, covering the National Olympic Committee, National Paralympic Committee, National Sports Federations and Regional Sports Federations.
The notification also enables the constitution of the National Sports Board, which will play a central role in oversight and governance, and the establishment of the National Sports Tribunal to ensure effective and time-bound resolution of sports-related disputes.
Compliance and Accountability Measures
With the commencement of these provisions, recognised sports organisations will be required to adhere to new compliance standards, clearly defined duties and responsibilities, and prescribed governance norms. The Act also outlines the privileges of recognised sports bodies, alongside mechanisms to enforce accountability.
In addition, the notified sections empower the Central Government to frame rules necessary for implementing the law, laying the groundwork for the remaining provisions to be brought into effect in subsequent phases.
Focus on Athletes’ Welfare and Global Standards
The Ministry said the National Sports Governance Act, 2025 aims to promote good governance, ethical practices and transparency in sports administration, while placing a strong emphasis on the welfare and rights of sportspersons.
The legislation has been designed to align India’s sports governance system with the Olympic Charter, the Paralympic Charter and international best practices, addressing long-standing concerns over administrative opacity, dispute resolution and athlete representation.
Institutional Mechanisms to Become Operational
From January 1, 2026, the institutional mechanisms envisaged under the notified provisions will become operational, marking a significant step in reforming India’s sports governance landscape.
The Ministry indicated that additional provisions of the Act would be notified in due course as part of the phased implementation strategy.
