J&K Govt Adopts 7-Step Plan to Ensure GST Benefits Reach All Households

Srinagar: The Jammu and Kashmir Government has launched the implementation of the Next Generation GST Reforms 2.0, effective from September 22, 2025, marking a major shift towards tax simplification and consumer protection.

Under the new structure, the state has reduced multiple GST slabs to two primary rates — 5% for essential goods and services and 18% for most others — as part of India’s national tax rationalization initiative. The reform aims to reduce costs for households, healthcare, insurance, and education sectors, and simplify compliance for businesses.

To make the transition seamless, the Government has introduced GST Suvidha Kendras across all districts to provide assistance on tax filing, HSN code remapping, and grievance redressal. Each district will also operate sectoral helplines for direct citizen support.

A comprehensive seven-step implementation protocol has been rolled out to anchor the reform, covering policy communication, awareness drives, compliance documentation, and inter-departmental enforcement. These include:

  1. Issuance of advisories to industries and trade bodies on revised rates.

  2. Public awareness campaigns via radio, social media, and printed materials.

  3. Monitoring of invoices and voluntary price declarations.

  4. Consumer feedback channels through helplines, chatbots, and feedback boxes.

  5. Joint inspection drives by enforcement agencies.

  6. Community awareness campaigns promoting GST benefits.

  7. Regular reviews and reporting at district and divisional levels.

The Legal Metrology Department has intensified inspections to ensure accurate MRP revisions and labeling compliance, while the Health & Medical Education Department is conducting surprise checks to verify that reduced taxes on medicines and services benefit patients. The Industries & Commerce Department has launched a consumer complaint portal and is liaising with trade bodies to ensure transparency.

Officials have described the reform as a “Festival Bonanza” for citizens, promising a more transparent and efficient taxation regime that promotes both consumer savings and business ease.

According to senior officials, the government remains committed to “ensuring that every rupee of benefit from GST 2.0 reaches citizens through strict oversight and inter-departmental coordination.”
