Jammu: The Government of Jammu & Kashmir has constituted a high-level committee to examine key issues related to the regularization of Casual, Seasonal Labourers, and Other Workers engaged across various departments in the Union Territory.
According to Government Order No. 384-JK(GAD) of 2025, issued by the General Administration Department (GAD) on March 19, 2025, the committee has been tasked with addressing humanitarian, legal, and financial aspects concerning these categories of workers. The initiative is aimed at finding a comprehensive way forward for their regularization.
Composition of the Committee:
The committee comprises senior bureaucrats as follows:
- Chief Secretary – Chairman
- Additional Chief Secretary to the Hon’ble Chief Minister – Member
- Administrative Secretary, Finance Department – Member
- Administrative Secretary, General Administration Department (GAD) – Member Secretary
- Administrative Secretary, Planning Development and Monitoring Department – Member
- Administrative Secretary, Department of Law, Justice, and Parliamentary Affairs – Member
The committee is also empowered to co-opt any other members if deemed necessary.
Mandate and Terms of Reference:
The committee will examine various issues, including humanitarian, legal, and financial matters, related to the regularization of Casual, Seasonal Labourers, or Other Workers in Jammu and Kashmir. Based on its findings, the committee will suggest a comprehensive course of action for the government.
As per the order, the General Administration Department will service the committee, and it is expected to submit its report within six months.
The move is seen as a significant step towards addressing long-pending demands of thousands of temporary workers in J&K seeking regular employment and job security.
