Jammu, Oct 27: Rahul Sahai Chairman Transport Nagar Association (TNA) Narwal Jammu Led a delegation and apprised Avny Lavasa Commissioner Jammu Municipal Corporation and Pankaj Magotra VC JDA Jammu about the problems faced by Transport Nagar Narwal in detail and submitted a memorandum for the over all Development of Transport Nagar.

Rahul Sahai said that area is neglected from last 20 years and from last 3 years we have highlighted it amongst Honb’l LG , Comm Secretary Housing , Comm Secretary I&C (Logistics in charge) that ownership of the area is very important . As from years there was passing the ball from JDA to JMC and vice versa .He said he is happy that at last by the efforts of all area is going to see light in terms of Development.

Sahai Sensitized Avny Lavasa about issues of Transport Nagar which pertains to JMC Which are Sanitation , Active Drainage , Lifting old Garbage , New Nallahs to be made (UEED) , Cleaning and repair of Nallah’s , Encroachments concerns , Making of Shulabh Shauchalya’s , Lighting , Implementation of new building bye laws.

Rahul Sahai Sensatized Avny Lavasa that In Sanitation Transport Nagar is saying for Four types of sanitation services , first is Door to Door Garbage Collection from Shop keepers / Transporters / logistics plots / mechanics , second is Cleaning of old garbage from existing drains in front of Shops , Plots and make those drains active . Third is Making of two big Nallahs cleaning and activation . Last year JMC started paid auto sanitation service but it didn’t worked . We suggest permanent JMC safai karamchari’s to be employed on regular basis . Fourth is Garbage of many years lying open in the area that has to be cleaned / Lifted at the earliest , it is lying in vacant plots , dividers , Shops Etc. Rahul Sahai said Some agency should do numbering of Shop keepers / Transporters / logistics plots / mechanics in all the yards 6, 7,5,4,3,2 ,1 etc and let them know in advance that JMC is going to start Door to Door collection and they have to pay money , Rs 200 per shop per month also decided in the meeting . If someone doesn’t pay he should be challaned with penalty . Some announcements regarding this can also be made through mic . There are very big size drains in front of Shops , Plots and along side of the Main Roads make those drains active by cleaning it . There should be heavy penalty if some one throws garbage in that . Due to these choked Drains water comes out of it in rains and roads are getting washed away. There are two main Nallah’s in Transport Nagar , one near police station other is near yard 7 , Nallahs are full of Garbage ,These should be cleaned first , Maintenance / Repair of Nallah’s should be done at the earliest , In monsoons water comes out of Nallahs and roads are washed away , Again heavy penalties should be there if some one throws garbage in nallahs . Rather permanent solution is to cover nallahs with fencing . New Nallahs should be made , Proposal is lying with UEED . Rahul Sahai said Garbage of many years lying open in the area that has to be cleaned at the earliest , it is lying in vacant plots , dividers , Shops from many years , Before starting regular sanitation services it needs to be cleaned first . Afterall after years we have to start. Regarding Lighting Transport Nagar is area of 28 kms , Only 4 High Mass lights installed in Transport Nagar by JDA ,More High mass lights should be installed on main roads , there are no street lights in the lanes of Transport Nagar , Solar Street lights should be installed in front of all Shops , Plots and along the Main Roads on priority , darkness results to many un lawful activities like drugs, thefts etc. Regarding Shulabh Shauchalya’s Two shauchalya’s should be made in one yard . Regarding Encroachments by Kabaris and Rehri’s There is no check on both in Transport Nagar , It is on the roads , footpaths , in front of shops , plots anywhere and every where , firstly they should be registered ones and secondly there should be proper area / zone for them , they have encroached all over.

Rahul Sahai Sensitized Pankaj Magotra VC JDA about issues of Transport Nagar which pertains to JDA Which are Roads black topping , Lighting (High Mass lights), Repairs of Dividers , Maintenance and Plantation , Encroachment , Conversion of lease hold to free hold rights, lease deed issues , building bye laws at par with JMC , Double fee issues , Transfer policy , JDA departmental processing issues , Parking concerns at Transport Nagar and Time bound transfer of property.

TNA delegation suggested repair of roads by JDA, Concreting / black topping of lanes of transport Nagar, There is approx 28 kms of Roads in Transport Nagar only 800 Mtr was made last year in that too some patches are left for tile works Which is still pending , we suggest to make all new concrete roads , because area is having load of heavy commercial vehicles like JCB’S , TRUCKS , POCKLANDS Etc. Concrete roads will only work here . All the central main road dividers are encroached and damaged , there is a serious need to repair , act on anti encroachment drive and to do plantation and beautification of the dividers. Recently JDA has approved a free hold rights policy for Trikuta Nagar and other JDA colonies same should be given to Transport Nagar with fee pattern of housing board for Channi himmat etc. There is a serious need to check and act on encroachments which has made main roads of Transport Nagar non functional and on footpaths old vehicles are lying , Kabari’s have encroached half of roads , needs to be corrected right away. People has parked trucks on main roads for years . No one checks it , Which has resulted in Traffic jams , encroachments . We suggest time bound redressal of issues like transfer of property in a time bound manner. A transfer of property case takes 1 to 5 years, when Market was shifted from Nehru market warehouse to transport Nagar at that time possession and allotment letter was given but lease agreement was kept pending to some shopkeepers, it is requested that the possession holder of today who has documents like agreement to sell and power of attorney should be regularized with a lease deed. Rahul Sahai said JDA can realise good revenue from Transport Nagar by simplifying property transfer rules , sale purchase of property is not happening as formalities like Noc from architect for no violation etc are there by easing these , public at large will be benefitted .Latest JMC Building bye laws should be implemented .

Avny Lavasa Commisioner JMC and Pankaj Magotra VC JDA gave a patient hearing to the delegation and assured that Transport Nagar will see actions by both the departments very soon also assured sanitation lights and roads soon as they are in pipe line . Vc Jda also said that JDA services would be online in one month time .
