Exclusion of J&K industries from govt procurement a big jolt: FCIK

Srinagar: The Administrative Council of Federation Chamber of Industries (FCIK) today called on the Principal Secretary Industries and Commerce Department Ranjan Prakash Thakur along with Director I&C Mr. Nazim Khan. FCIK President Shahid Kamli described the difficult situation the unit holders are going through for government departments doing the procuring the goods through open tendering process.

During the meeting, Mr Kamili said industrial units had strongly resented that the Finance Department has directed all Administrative Secretaries to send procurement of good & services with Governmnent e-Marketplace (GeM) with the reference to the DO No. 200/CEO-GeM/2020 Dated: 23.10.2020 issued from Ministry of Commerce & Industries, GeM.

“Local industrial units are not registered with the GeM Portal yet and are left out from the Govt procurement. It is next to impossible for local enterprises functioning in most disadvantageous conditions as to compete with enterprises of high industrialized zones in different states. Due to the current procurement policy, the departments have procured industrial goods worth hundreds of crores from the outside enterprises leaving the locals jobless. FCIK has demanded that the GeM Portal needs to be amended as per demands of the industrial sector. Sr. Vice President said, the cap on local purchase on GeM shall be put on up to 5 Crores”, FCIK said.

The Secretary General, Ovees Qadir Jamie said the industrial sector has already faced a jolt after the implication of GST, Toll Tax withdrawal, Entry Tax etc. The previous tax regime was providing protection to the industry but the new laws have made the goods & commodities non-competitive as the cost equalizing measures have been withdrawn.

Mr Jamie, said that the government needs roadmap for the industrial sector of J&K because it seems to be ignoring the existing industry, their investment and their role in employment generation.

Ranjan Prakash Thakur, after hearing in detail the difficulties of the industrial sector regarding marketing issue, assured that the necessary steps will be taken up in this regard and the FCIK role in framing local procurement policy will be important, FCIK said.

The meeting was attended by Administrative Council members which include Sr. Vice President Gh. Jelani, Vice President Nisar Ahmad, Jt. Secretary, Secretary Danyal Qureshi, Secretary Publicity Rafiq Ahmad & Secretary Finance.
