Policy provides for Silver and Gold classifications, provisional registration within 28 days and financial assistance for eligible homestays
Srinagar, October 14: The Jammu and Kashmir Government has notified the Homestay Policy 2026 to promote local tourism, encourage entrepreneurship and create livelihood opportunities, particularly in rural, border, heritage and emerging tourist destinations.
Chief Minister Omar Abdullah said the policy would help extend tourism beyond traditional destinations, strengthen local economies and ensure that communities across Jammu and Kashmir benefit from the sector’s growth.
The policy was notified following approval by the Council of Ministers chaired by the Chief Minister. It establishes a streamlined framework for registering homestays and expanding quality accommodation for visitors.
Under the policy, homestays will be classified under Silver and Gold categories based on facilities, hygiene and safety standards. Eligible residential properties can also be registered as Bed & Breakfast establishments.
The policy provides for provisional Silver registration within 28 days of submission of a complete application. The provisional registration will remain valid for six months.
It also envisages financial assistance for eligible applicants, including a 35 per cent subsidy under the Prime Minister’s Employment Generation Programme (PMEGP), subject to the applicable scheme guidelines and a maximum project funding support of ₹20 lakh.
Eligible homestays will also be entitled to domestic utility tariff benefits. The policy further encourages the adoption of solar energy through subsidies under the PM Surya Ghar scheme and facilitates access to low-cost credit through Jammu and Kashmir Bank, subject to the relevant schemes and guidelines.
The initiative is intended to enable local homeowners to earn income by accommodating tourists while showcasing the region’s cultural heritage, traditions and hospitality.
The government expects the policy to increase community participation in tourism, diversify accommodation options and generate additional economic opportunities for households, particularly in areas beyond established tourist centres.
