ICC Jammu seeks time-bound clearances, resolution of land-use issues

Delegation led by Rahul Sahai raises pending lease renewals, power supply, MSME payments and civic infrastructure with Divisional Commissioner Vikas Kundal

Jammu, October 16: A delegation of the Indian Chamber of Commerce (ICC), Jammu Chapter, led by its chairman, Rahul Sahai, met Divisional Commissioner Jammu Vikas Kundal and submitted a representation highlighting key issues concerning trade, industry, infrastructure and civic development across Jammu Division.

The delegation congratulated Kundal on assuming charge and expressed its commitment to constructive engagement with the administration. Other members present included Ashish Jain, Anil Sharma, Raj Dua, Nitin Jain and Ashwani.

The delegation sought time-bound departmental clearances, effective single-window facilitation and stipulated timelines for Change of Land Use (CLU) approvals, with a provision for deemed approval after the prescribed period.

It also raised pending lease renewals in Transport Nagar, Fruit Mandi and Bahu Plaza, along with unresolved land-use issues. The delegation called for an early resolution of the Gair Mumkin Khad issue, approval of the pending Master Plan and attention to revenue settlement matters, citing their implications for citizens, traders and economic activity.

On infrastructure development, ICC sought a review of incomplete Jammu Metropolitan Region Development Authority projects, particularly works in Transport Nagar, and proposed consideration of a second phase of development.

The delegation also highlighted the need for reliable electricity supply, timely transformer upgrades, dedicated industrial feeders wherever feasible and prompt resolution of electricity billing grievances.

MSME payments, trade facilitation

Raising concerns over delayed payments to micro, small and medium enterprises (MSMEs), Sahai called for the clearance of verified government dues through a transparent, time-bound process following the First-In, First-Out principle.

The representation specifically referred to payments to Amrit Pharmacy suppliers under Ayushman Bharat. It also advocated wider adoption of the Trade Receivables Discounting System (TReDS) to improve payment flows and ease financial pressures on businesses.

Roads, drainage and public amenities

The delegation sought improvements in roads, drainage, streetlighting, parking, warehousing and cargo facilities. It also called for an audit of non-functional park lighting in Trikuta Nagar, Gandhi Nagar, Channi and other localities to address public safety concerns.

Industry-linked skill development, apprenticeship opportunities and entrepreneurship promotion were among the other priorities highlighted during the meeting.

The delegation also called for improved amenities at religious destinations and stronger coordination among citizens, the administration and police to address drug abuse and theft.

Sahai proposed regular coordination meetings between the administration, ICC and concerned departments, supported by a time-bound action plan to monitor progress on the issues raised.

He reiterated ICC Jammu’s commitment to supporting initiatives aimed at promoting investment, employment generation and public welfare across the region.
