Verification of digitized Jamabandis underway across all districts; 6,800-plus village-level grievance camps held
SRINAGAR, SEPT 29: More than 1.3 million clerical errors in land records have been identified and rectified across Jammu & Kashmir as part of the ongoing digitization and verification of Jamabandis, Chief Minister Omar Abdullah informed the Legislative Assembly on Tuesday.
Replying to a question by MLA Devyani Rana during Question Hour, Omar Abdullah, who also holds the Revenue portfolio, said verification of digitized Jamabandis is currently underway in all districts of Jammu & Kashmir.
He said the Government has put in place a digitization process followed by an extensive error-rectification mechanism to ensure that digitized Jamabandis are accurate.
The land-records system has been transitioned from a static Oracle SQL-based database to a dynamic PostgreSQL platform, following which error correction has been undertaken across the land records.
Three-stage verification
The Chief Minister said each entry in the digitized records is subjected to a three-stage verification process under the Maker-Checker-Approver framework.
A digital record is also maintained of every change made in the Jamabandi to ensure accountability and traceability.
To strengthen public participation and confidence in the records, more than 6,800 village-level grievance redressal camps have been held across J&K for public reading of land records and disposal of grievances.
The JK Zameen Sudhaar Portal has also been developed to allow landowners to view their land records online and register grievances. The registered grievances are monitored for timely disposal.
Backlog mutations being updated
Omar Abdullah said a Backlog Mutation Module has been developed in collaboration with BISAG-N for systematic updation of Record of Rights (RoR) data up to 2026.
For field-level verification and supervision, Senior Revenue Officers have been designated as District Mentors and Prabhari officers.
UT-level, district-level and inter-tehsil verification teams are also engaged in the verification process.
Responding to issues relating to pending mutations and discrepancies between original/manual revenue records and digitized Jamabandis, the Chief Minister said the ongoing verification process is being used to identify and rectify such discrepancies across all districts.
He said digitized records relating to ownership, inheritance, partition and transfer of land are available through the JK Zameen Sudhaar Portal, allowing landowners to inspect their records and submit grievances.
Grievances involving clerical or other non-quasi-judicial errors are examined and corrected by the competent revenue authorities under the prescribed procedure.
The Chief Minister said the ongoing verification, error correction and grievance-redressal mechanisms are aimed at ensuring accuracy, transparency and accountability in J&K’s land records.
